Trinidad and Tobago Records Consultant

Background: The Country office in Trinidad and Tobago is seeking to manage the Records and Information Program including the file station, the electronic document and records management system, records centre, Archives, and Public Information Center (PIC). The country office in Trinidad and Tobago will hire a consultant to manage the bank’s physical and electronic records.

The team’s mission: The Caribbean Country Department – CCB (Bahamas, Barbados, Guyana, Jamaica, Suriname, and Trinidad and Tobago) is responsible for the promotion and development of country/regional strategies and programming. The Department supports the conceptualization, processing and negotiation of regional and country-specific projects and programs; leads and maintains the relations of the Bank with member countries; supports the implementation of country-specific and regional operations; promotes and coordinates the use of funds administered by the Bank; and helps to monitor the project-related fiduciary activities of Bank borrowers and beneficiaries.

CCB seeks to maximize the delivery and impact of country and regional operational programs by providing its Country Offices with strategic direction and guidance, and by working constructively with other Bank departments/units within a matrix environment. This is accomplished through effective human resource and budget planning and administration and through the use of a comprehensive performance management approach which allows for real-time assessments, alerts and guidance to Department decision-makers and senior management regarding progress in program delivery.

What you’ll do: The objective of this consultancy is to efficiently and effectively manage the banks’ records located in the country office. A high degree of interaction is required with Bank's Archives Administration Section team in Washington, D.C., as well as with personnel from the executing units, the Bank’s counterparts in the country.

The selected candidate will: 

  • Review, classify and verify the classification of official documentation in accordance with Bank’s file plan and policies and procedures
  • Implement and maintain the IDB’s Records and Information Program; including file station, electronic document and records management systems, library, archives and Public Information Center (PIC);
  • Maintain up-to-date electronic document and records management systems and assist in the management of the Bank’s correspondence control system (SISCOR);
  • Support and train internal and external users in the management of documentation management systems.
  • Act as an agent of change when new systems or work processes are introduced and contribute to improve the documentation management processes in the office.

What you’ll need: 

  • Citizenship: You are either a citizen of Trinidad and Tobago or a citizen of one of our 48-member countries with residency or legal permit to work in Trinidad and Tobago. 
  • Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group. 
  • Education: First degree in, Information Science, Library Science or Social Science
  • Experience: A minimum of minimum of two (2) years of relevant experience, in areas
  • related to records management and general administrative services.
  • Languages:  Fluency in English
  • Core and Technical Competencies: Analytical, quantitative, good organizing and executing skills; planning and organizational skills. Strong communication and interpersonal skills. Ability to orally present information to varied audiences. Familiarity with electronic records management applications. Knowledge of SharePoint and Office 365 is preferable.  Proficient in the use of computer systems and databases. Aptitude for the rapid learning of computer systems.
