Technical Support Coordinator for SEALC Network

About this position

What you’ll do: 

  • Support the execution of technical cooperations: RG-T3541 and RG-T4455.
  • Provide specialized advice and support to the Public Employment Services (PES) members of the SEALC Network in the identification of their needs, in terms of technical assistance, that can contribute to their institutional strengthening.
  • Provide specialized advice and support to the PES members of the SEALC Network in the identification of technical assistance providers among the PES of the OECD countries or of Latin America and the Caribbean whose good practices better suit their technical needs.
  • Provide technical assistance in the preparation of studies, reports and/or presentations on labor market topics in the areas of access to employment, skills development, and job creation.
  • Support the organization of events and/or workshops on labor market topics in the areas of access to employment, skills development, and job creation.
  • Receive and attend to requests for technical assistance from the Ministries of Labor and other counterparts in the region on labor issues.
  • Support in the technical and logistical part of the new publication of the SEALC Network (The World of Public Employment Services 2.0).
  • Support in the collection of information required by the SEALC Network and its members to consolidate different knowledge products, such as publications, technical notes, blogs, infographics, case studies, etc.
  • Organize and coordinate webinars with regional and extra-regional experts to share knowledge and good practices on topics of interest to the PES members of the SEALC Network.
  • Prepare the terms of reference for the provision of technical assistance requested by the countries.
  • Coordinate the communication of invitation and the hiring of technical personnel and consultants to provide such technical assistance.
  • Support the follow-up of technical assistance and prepare progress reports on the operational and financial execution of the SEALC Network.
  • Receive, review, and systematize the reports of technical assistance.
  • Coordinate activities with the specialists of SLC/LMK associated with the supervision of the consultancies provided.
  • Monitor the development of the agreement letters and contracts of the project in accordance with what is established in them and ensure their termination and liquidation.
  • Support the closing activities of the SEALC Network project, in front of the Bank.
  • Document the follow-up or adjustments in the execution of the project, through memory aids, meeting minutes, communications, among others.
  • Facilitate constant and effective communication and coordination with members of the SEALC Network and with partners outside the region.
  • Support the development of a knowledge, communications, and dissemination strategy to capture and share the lessons learned from technical assistance, events, and pilot projects to facilitate their replication at scale.
  • Ensure the proper management and custody of the project documentation.

What you'll need 

  • Education: master’s degree (or equivalent advanced degree) in economics, public administration, business administration, social sciences, or other fields relevant to the responsibilities of the role.
  • Experience: At least 5 years of progressive experience in labor market projects.
  • Languages:  Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Requirements:

  • Citizenship:  You are a citizen of one of our 48-member countries.  
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration:

  • Type of contract:  International Consultant Full-Time.
  • Length of contract: 12 months.
  • Work Location: On site.
