Systems Development and Maintenance IT Consultant

Background: Established in 1959, the Inter-American Development Bank (IDB) is the main source of multilateral financing for economic, social and institutional development in Latin America and the Caribbean. It provides loans, grants, guarantees, policy advice and technical assistance to the public and private sectors of its borrowing member countries.   

The Office of the Secretary’s main function is to provide services for the IDB and IIC Boards of Governors and Boards of Executive Directors (including their standing committees), the MIF Donors Committee, and senior management. For meetings—and especially seminars—organized by one of the Bank’s departments, all meeting-related services are the responsibility of the department in question, with the Office of Secretary lending advisory assistance and logistical support as needed.


The Office of the Secretary consists of the following sections:

  • Services to the Boards, Committees and Management
  • Translation and Documentation
  • Events Production Management
  • Simultaneous Interpretation
  • Protocol
  • Information Systems and & Digital innovation
  • Access to Information

The Information Systems and Digital Innovation section (ISD) designs, develops, and maintains information systems supporting the business processes of all the sections within the Office of the Secretary.  

ISD also designs, develops, and maintains information systems used during the Annual Meetings of the IDB and IIC Boards of Governors, and manages and maintains the required technology infrastructure.

ISD Participates in the definition of the technical requirements (equipment, telephony, network, and audiovisual) of equipment and services provided by the host country for the Annual Meeting of the Boards of Governors in coordination with the Events Management and Production Section (SEC/EPM) and the Information Technology Department (ITE).

The Events Production and Management section (EPM) coordinates logistical support for meetings of the Boards of Governors, assisting in the selection and contracting of facilities and services required for such meetings.

EPM advises departments and provides logistical support for the organization of events and meetings sponsored by the Bank and coordinates other services as required.

EPM is also responsible for all the meeting rooms in Bank headquarters buildings as well as the Enrique V. Iglesias Conference Center.

The team: The Audiovisual Services Team within EPM provides IT and AV services to support the responsibilities of the whole EPM group, these services include but are not limited to: provide audiovisual services to seminars and conferences at the IDB Head Quarters, provide audiovisual services to Board of Directors and Upper management meetings, provides technical support to the Interpretation Section, provides guidance to Events Officers of the EPM Section, designs, manages and implements capital projects to modernize or upgrade the technology that supports these objectives.

EPM oversees an outsourced contract for Audiovisual Operations which includes its processes and functions of the IT Services Operation defined in ITIL v11 Services Lifecycle v.11

What you’ll do: SEC/ISD and SEC/EPM are looking for an information technology consultant with experience in software development and analysis of requirements.

The position will be responsible for the following duties among others:

  • Participate in the design, development, testing, documentation, implementation and maintenance of some systems in the pipeline.
  • Provide maintenance and support for currently existing systems.
  • Determine approaches to successfully deliver solutions in compliance with standards and policies.
  • Build reusable code and libraries for future use
  • Ensure the technical feasibility of UI/UX designs
  • Collaborate with other team members and stakeholders
  • Ability to work independently on the assigned tasks in a timely and efficient manner.
  • Ability to work on multiple tasks and self-motivated individuals will fit the role well
  • Act as a team player with ability to work and communicate effectively with cross-functional teams and a variety of roles
  • Ability to multi-task and work in a fast-paced, demanding, collaborative team on multiple projects at any given time 

What you’ll need:  

Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.  

  • Education: You hold a Bachelor’s degree or equivalent and a minimum of2 years of relevant experience.
  • Experience: You have acquired relevant experience working in information technology services development. Experience/knowledge of the following technologies and platforms:
    • Programming Languages: ASP.NET, C#, JavaScript, Microsoft SharePoint Online.
    • Proficient understanding of client-side scripting and JavaScript frameworks, including Angular and jQuery
    • Solid knowledge in design systems
    • Knowledge of one or more modern JavaScript frameworks/libraries such as Ember, Knockout, Undersore, Require JS, Kendo UI , AngularJS, JQuery, Knockout JS, BackboneJS, ReactJS, Vue.js etc.
    • Good understanding of asynchronous request handling, partial page updates, and AJAX
    • Basic knowledge of image authoring tools, to be able to crop, resize, or perform small adjustments on an image. Familiarity with tools such as as Gimp or Photoshop is a plus.
    • Hands-on experience with scalable web application and responsive web design 
    • Databases: SQL Server or Oracle. Experience in MongoDB is a must.
    • Knowledge of in memory databases with focus on Redis.
    • Operating systems: Microsoft Windows, Linux OS
    • Other: knowledge of Jira, Git, Scrum methodology.
  • Languages:  You are proficient in English and Spanish.

Responsible Person: Chief, SEC/ISD, IT Sr Associate SEC/EPM.

Requirements: You must be a citizen of one of the IDB’s 48 member countries and have no family members currently working at the IDB Group.
