Support the coordination of Data policies and activities in the Digital Government cluster of the Innovation for Citizen Services Division

 

Background of this search:

The Innovation for Citizen Services Division (ICS) is looking for a Data Scientist with experience in policy design to support the analytical and operational work that the Digital Government cluster is carrying out around data policies in Latin America and the Caribbean.

The team’s mission:

The Institutions for Development (IFD) conceptualizes, prepares, supports the execution, and supervises the sectoral operations of the IDB, including governance, strengthening and reform of the public sector, decentralization, fiscal and economic problems, as well as the development of capital markets and financial institutions, and competitiveness at the national, regional and local levels. Within the program to strengthen the public sector, the Digital Government team, part of the Innovation for Citizen Service (ICS) division, promotes the adoption of digital technologies and innovative proposals to improve the administration and provision of public services. In this context, the role of data in digital strategies is becoming more critical: from data protection to interoperability to open data, it is becoming a key component in promoting an efficient, effective, and transparent management and delivery of public services and resources.

What you’ll do:

The consultant will be responsible of the following assignments:

  • Support the preparation of analytical and knowledge products to support initiatives related to data policies in Latin America and the Caribbean.
  • Support the development of specific research related with data (analytics, data protection, open data, among others), identification, digital government, and the use of innovative technologies.
  • Identify institutional actors and support bilateral dialogues to promote the design and implementation of National Data Strategies in the Region.
  • Support the development of operations identified and/or led by the Digital Government cluster, providing technical evaluations in all phases of the preparation; including the preparation and preparation of the Project Execution Plans (PEP), the Annual Operating Plans (AOP), the Results Matrix, the Procurement Plan and the Risk Matrix.
  • Participate, as needed, in identification and analysis missions, providing support to the project team and the executing agency. Contribute solutions to the problems identified during the design and/or execution of projects.
  • Support dissemination initiatives, including knowledge products, organization of workshops and meetings (webinars), and any other activity that supports and enhances the dialogue with and between countries in the region on data policies, digital government and/or innovative technologies.
  • More broadly, contribute to communication activities that promote the Bank's work with reference to the activities promoted by the digital government group.
  • Perform other tasks as requested.  

What you’ll need:

  • Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.
  • Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.
  • Education: Master’s degree in public policy, Economics, Data Science, or a related field.
  • Experience: Minimum of 5 years of professional experience in the preparation, implementation and evaluation of projects related to data analytics and policies. Prior professional experience working in the public sector and/or in projects carried out by the Bank is a plus.
  • Languages: Fluency in English and Spanish is required.

  • Ability to prepare documents and technical reports with clarity, consistency, and assertiveness.
  • Ability to work dynamically and in team.
  • Ability to analyze and identify problems; as well as propose innovative solutions.
  • Ability to analyze and evaluate projects; ability to propose innovative and entrepreneurial ideas, as well as work with limited supervision.
  • Knowledge of data analytics programming tools (for example, R and/or Python) and artificial intelligence methodologies is a plus.
  • Knowledge of data policies design and implementation.
