Background: The Social Sector (SCL) is a multidisciplinary team convinced that investing in people is the way to improve lives and overcome the development challenges in Latin America and the Caribbean. Jointly with the countries in the region, the Social Sector formulates public policy solutions to reduce poverty and improve the delivery of education, work, social protection, and health services. The objective is to advance a more productive region, with equal opportunities for men and women, and greater inclusion of the most vulnerable groups.
 
The Social Protection and Health Division (SPH) is tasked with the preparation and supervision of IDB operations in borrowing member countries in the areas of social protection (safety nets and transfers and services for social inclusion which include: early childhood development, youth programs, care services for dependency, among others), health (health capital investment strategies, health networks strengthening, health system financing, organization and performance, etc.) and nutrition.
 
The team: SPH’s work in social protection is to promote the social inclusion of poor and vulnerable people and supporting minimum levels of consumption by the extremely poor. One of the four dimensions of success to achieve those targets is supporting access for people with dependency (i.e. limited functional capacities) that are also poor and vulnerable to social long-term care services oriented to foster autonomy and social inclusion. Consequently, SPH seeks to guide investments focused on strengthening the capacity for planning, implementation and evaluation of social long-term care policies, and developing platforms for the provision of social long-term support services. Specific actions include promoting the expansion of access to long-term care services, promoting high quality, advancing the definition of minimum standards for providers, and human resources competencies, as well as, promoting a more equal participation of men and women providing care.
 
SPH is currently working on a comprehensive agenda on aging including long-term support services and healthy aging. As a part of these efforts, SPH is developing an Economic and Sector Work to develop diagnosis, evidence and tools to inform policy. The main objective is to generate knowledge and foster technical capacity in order to position the Bank as a strategic partner for Latin American and Caribbean countries facing the challenge of designing and implementing long-term care systems.
 
In coordination with senior staff at SPH, the person selected to carry out this consultancy will manage the aging agenda.
 
What you’ll do:
  • Contribute to the development and management of the research agenda, policy dialogue of design and implementation issues on aging and long-term support services
  • Conduct research independently, identifying challenges and issues, applying theoretical and empirial economic analysis and developing policy recommendations
  • Participate in the conceptualization, production and dissemination of publications
  • To establish and mantain relationships with other stakeholders and other organizations working on aging (including the Pan American Health Organization, Asian Development Bank, Economic Comission for Latin America and the Caribbean, Eurosocial, Research Triangle Park)
Skills you’ll need:
  • Citizenship:  You are a citizen of one of our 48-member countries.  
  • Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group. 
  • Education: The consultant must hold a Bachelor’s degree in economics, public policy and social work or related areas. Master’s degree preferred.
  • Experience: At least 2 years of experience working in the design, analysis or evaluation of policies related to aging and long-term support services.
  • Languages: Strong written and oral communication skills in Spanish, English is a plus.
  • Core and Technical Competencies: Strong interpersonal skills, ability to conduct academic research independently or as a part of a team, as well as, advanced skills for data analysis using statistical software.
