Job Title: Senior Energy Operations Support Consultant

Background: Established in 1959, the Inter-American Development Bank (“IDB” or “Bank”) is the main source of financing for economic, social and institutional development in Latin America and the Caribbean. It provides loans, grants, guarantees, policy advice and technical assistance to the public and private sectors of its borrowing countries.

The Bahamas, a small open archipelagic economy, has continued to experience low growth rates and rising debt levels since the global financial crisis. Fiscal deficits and national debt levels are deteriorating, and foreign direct investments have declined.   Together with an old power generation infrastructure, The Bahamas suffers from a high fuel import bill (4% of GDP) , high electricity prices as well as a large and financially challenged utility – Bahamas Power and Light (BPL) - which experiences frequent power outages,  and elevated system losses.  Volatile oil prices have contributed to making electricity tariffs among the highest in the Caribbean.

Simultaneously, at the global level after years of steady cost decline for solar and wind technologies, renewable power is becoming an increasingly competitive way to meet new generation needs. The global weighted average levelized cost of electricity (LCOE) of utility-scale solar PV has fallen 73% since 2010, to USD 0.10/kWh for new projects commissioned in 2017.  However, The Bahamas ranks lowest in the region for renewable energy (RE) penetration in its generation mix despite possessing ample RE resources with Global Horizontal Irradiation (GHI) averaging over 2100kWh/m2 and expected photovoltaic (PV) output of about 1700 kWh/KWp.  Accelerating the transition to a renewables-based energy system represents a unique opportunity for The Bahamas to meet climate goals while fuelling economic growth, creating new employment opportunities and enhancing human welfare. 

The Inter-American Development Bank (IDB) is currently supporting the Government of The Bahamas (GoBH) with a technical cooperation (BH-T1064) “Supporting Renewable Energy within the Implementation of the Electricity Act in The Bahamas” and on the request of the Ministry of Finance (MOF) will advance activities necessary to establish a Contingent Credit Line for Investment Projects (CCLIP)  of up to US$170 million to Support Renewable Energy Transformation in the Bahamas”, together with a first investment operation and complementary technical assistance.

The Team: The objective of this consultancy is to collaborate with the Energy Division (INE/ENE) of the IDB in the execution, supervision and evaluation of ENE’s operations and activities in the Bahamas.

What you’ll do: The selected candidate will:
  • Contribute to the development of the CCLIP, first operation and technical assistance support required to advance the energy portfolio.  
  • Support the energy Team Leader on strategic dialogue, driving the energy agenda with critical energy stakeholders to support the design, direction and implementation of the energy portfolio.
  • Support the Country Representative in matters relating the energy sector, the CCLIP and other related activities
  • Actively participate and contribute to strategic discussions and updates with partners and internal stakeholders (across the IDB Group) to increase coordination and harmonization on the energy agenda
  • Provide technical support to the Project Executing Units (PEUs),
  • Collaborate in planning activities, and conduct field visits when required,
  • Perform quality control reviews of planning documents such as Annual Operating Plans, Procurement Plans, Financial Plans, and disbursement requests,
  • Administer the monitoring tools such as the Semi-Annual Reports (SARs) or the Progress Monitoring Reports (PMRs), ensuring accuracy, clarity and consistency,
  • Support regional initiatives and specific consultancies: prepare TORs and other contracting documents, provide technical support, facilitate communication with relevant stakeholders, and review and evaluate proposals, reports and publications developed.
  • Support any other activity related with the Energy Sector in Bahamas required by the ENE Division, including the preparation of new ENE operations and consultancies: Collaborate in project design activities such as the drafting of the Project Profile (PP), Proposal for Operational Development (POD), Results Matrix, Development Effectiveness Matrix (DEM), Monitoring and Evaluation (M&E) Plan, Terms of reference (TOR) or any other related document.
  • Keep continuous dialogue with Executing Agencies, relevant stakeholders, the ENE Division and any other IDB Department as required.

Deliverables: Documents, concepts, and technical specifications associated with energy operations which should be submitted and processed internally within the IDB including SISCOR requests, PEU’s requests, technical reviews, Project Profiles (PP), Proposals for Operation Development (POD), Investment Grant Proposals, and Loan Proposals, also including TC documents such as TC Abstracts and TC Documents.

What you’ll need:
  • Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.
  • Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.
  • Education: Master’s degree or equivalent in Energy Economics, Energy Regulation/Policy, Electrical Engineering, or related areas
  • Experience: A minimum of ten (10) years of relevant professional experience in areas related to energy, renewable energy, utility management, energy policy electricity distribution or electricity transmission or the equivalent combination of education and experience
  • Areas of Expertise: Energy, Project management, and Field work in renewable energy, electrification, or energy policy/regulation.
  • Languages: Proficiency in English (knowledge of Spanish).
  • Skills: Computer skills such as MS Office, MS Project

Core and Technical Competencies: Expertise in energy, public policy, regulatory and institutional frameworks for the energy sector. Track record of successful preparation of energy projects or complex and large work programs.

Opportunity Summary:

  • Contract duration: 12 months, with option to extension based on performance up to 36 months.
  • Place(s) of work: IDB Country Office in Bahamas
  • Division Leader or Coordinator: The contractual will report to the ENE/CBH Team Leader of the Bahamas Energy Portfolio (Malaika Masson based in Kingston, Jamaica) and to the Country Representative for the IDB office in the Bahamas.
