Background: The Country Department for Central America, Haiti, Mexico, Panama and Dominican Republic (CID) is seeking a Resource Planning and Administration Associate/Senior Associate to carry out a wide variety of functions that support the realization of the Department’s vision. These functions include, budget, financial planning and contract management, human resources management and general administration ensuring the efficient use of the resources allocated for the fulfillment of the Bank's Institutional priorities.
   
The team’s mission: CID is the Department of countries responsible for leading strategic dialogue and programming with Belize, Costa Rica, El Salvador, Guatemala, Haiti, Honduras, Nicaragua, Mexico, Panama, and the Dominican Republic. CID's Front-Office seeks to maximize the quality of services provided to clients in headquarters and in the field, while improving the way we work. Someone who will utilize their skills to quickly develop internal capacity, systems and technologies that allow us to improve all aspects of the corporate area.

   
What you’ll do:
 

  • Budget Management, Financial Planning and Accounting: Prepare CID’s Administrative budget (labor and non-labor) in line with the IDB’s budget methodology/processes and procedures, and results-based management principles. Monitor overall budget execution ensuring the efficient use of resources. Contribute to the development and monitoring of CID’s work program based on goals and expected results, supporting the execution of products, targets, and performance indicators (operational and/or administrative). Analyze qualitative and quantitative data to prepare reports for management’s review and decision making. Identify and manage risks associated with financial plans and contracts by performing financial analysis, forecasts and contingency planning principles. Perform accounts payable functions by reviewing supporting documentation and authorizing transactions using financial management systems and tools.
  • Human Resource Management: Provide advice on the interpretation and application of HR policies, procedures, systems and technology. Apply knowledge of the business area to provide input to HR policies and programs, and workforce planning. Support the coordination of HR processes and personnel actions. Actively promote a positive work environment through the implementation of the CID’s engagement plan and support other initiatives to facilitate a healthy work environment. Oversee and enforce the compliance of staff time reporting and ensure the quality of the data.
  • General Administration: Serve as a subject matter expert on IDB’s Administrative services for CID including procurement, records, travel and contract management, and monitor compliance with related corporate policies. Determine and anticipate goods and administrative services needs and coordinate the corporate procurement process. Analyze and improve the efficiency and effectiveness of business processes and workflows through process refinement. Apply project management concepts and tools to support CID’s corporate sustainability program and Operations and Maintenance (O&M) activities in country offices, identifying efficiencies and initiating corrective actions, as necessary. 
  • Knowledge Innovation and Communications: Work in close collaboration with the Knowledge, Innovation and Communication Sector (KIC) business partners to support the execution of the annual learning plan of the department.
  • Change Management: As an agent of change, apply change management theory and practice to anticipate, identify, conceptualize and implement change and innovation initiatives that ensure a positive impact and shape CID’s culture. 

 

What you’ll need:

  • Education: Master’s Degree or equivalent in Accounting, Business Administration, Financial Management, Human Resources or related areas.

  • Experience: At least three (3) years or relevant experience in administration in a similar environment. Knowledge of relevant IDB Group policies, procedures, systems and databases, administrative and management processes and experience working with financial audits would be an asset.

  • Languages: Proficient (oral and written) in Spanish and English.
