Operations Senior Analyst Consultant for the Infrastructure and Energy Sector, Energy Division

 
Background of this search:

The Energy Division (INE/ENE) is looking for a professional with experience in Energy Sector and in project execution and evaluation, including knowledge of project cycle; command of databases, of MS-Office project and excel.

 

The team’s mission:

Established in 1959, the Inter-American Development Bank (“IDB” or “Bank”) is the main source of financing for economic, social and institutional development in Latin America and the Caribbean. It provides loans, grants, guarantees, policy advice and technical assistance to the public and private sectors of its borrowing countries.

 

The Energy Division (INE/ENE) of the IDB is responsible for bringing all related: renewable energy, energy efficiency, oil, gas, distribution, hydroelectric, wind power, environmental engineering, fee for service, etc. to the members countries of the Latin America and the Caribbean region.

 

The aim of this consultancy is to provide support to the Energy Division (INE/ENE) of the Inter-American Development Bank (IDB) in the preparation and execution of energy sector projects, including investment grants and Technical Cooperation (TC). The Operations Sr Analyst will also support in conducting research in the energy sector, gathering and analyzing energy related data through statistical analysis, creating, updating and managing databases, and preparing and reviewing write ups or documents in the energy field, that will contribute to the preparation and execution of projects and operations following the principles of the Early Execution Initiative.

 

What you’ll do:

To provide support to the Energy Division (INE/ENE) of the Inter-American Development Bank (IDB) in the preparation and implementation of the project’s cycle, which includes actions in pre-investments, due diligence, approval of financing, execution and completion.


 1.1 Pre-investment, due diligence and approval
  • Collaborate and contribute to the identification, origination, and preparation of IDB financed projects.
  • Peer review during project preparation, providing support to perform quality control reviews of energy operational documents for accuracy, clarity, conciseness, and consistency. The review is expected to contribute with the early execution of new projects.
  • Early execution initiative. Manage the preparation of project’s executing tools including interalia: (i) Result matrix; (ii) Pluriannual Operational Plan; (iii) Annual Operational Plan; (iv) Procurement Plan; (v) Flow cash; (vi) Risk matrix, etc.
  • Organize and lead the execution of Management Workshops focusing on the early execution of projects proposed for financing.
  • Participate in Eligibility Review Meetings (ERM), Quality Risk Review (QRR) of energy projects, missions and secure follow up.
  • Support the evaluation of Institutional Capacity of Executing Agencies.
 1.2 Execution and completion
  • In support to sector specialists, review procurement processes of projects in execution, following IDB procurement policies.
  • In close coordination with sector specialists, monitor project’s progress using the Progress Monitoring Report (PMR) and the portfolio review meetings. Secure follow up.
  • Monitor the progress of projected disbursements and anticipate and justify any adjustment.
  • Participate in supervision missions.
  • Propose solutions and its implementations of red flag projects.
  • Support the review of progress report prepared by Executing Agencies using IDB’s methodology for Project Completion Report (PCR).
  • Coordinate calls for proposals for energy sector studies, review and award of processes, prepare Terms of Reference, and contract package, follow up on status of energy sector consultancies, prepare evaluations, and request payments as needed.
  • Support the preparation/review of PCR following IDB guidelines.
  • Participate in the preparation of knowledge products.
  • Monitoring of contracts in execution.
 1.3 Reports
  • Prepare and update report for Energy Division chief and Sector Manager as needed using Bank’s systems, dashboards, and tools.

What you’ll need:

Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.

Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.

Education: Bachelor’s degree in renewable energy, energy efficiency, oil and gas, environmental engineering, fluid mechanics, chemical engineering, economics, finance, business administration, environmental management, or related areas. Master’s degree or equivalent years of experience in similar areas.

Experience: At least 8 years of general experience in Energy Sector and a minimum of 5 years of relevant experience with project execution and evaluation, including knowledge of project cycle; command of databases, of MS-Office project and excel. Proven experience in the preparation or evaluation of bidding documents and the supervision of goods/works contracts.

Languages:  Ability to read and write Spanish and English. 


Core and Technical Competencies:

Relevant experience with project execution and evaluation. Previous experience working with Multilateral Organization will be desirable; thorough knowledge of project cycle; command of databases, and of MS-Project, advance MS-Excel and MS-Power BI or similar.


Opportunity Summary: 

Type of contract: Full time Consultant

Length of contract: Six (6) months, with possibility of extension up to a total of 36 based on good performance.

Starting date: February 2021

Location: Washington D.C.

Responsible person: Division Chief of Energy and Sector Lead Specialist.
