Office of Institutional Integrity (OII) – Communications and Prevention Consultant


Background:  The IDB’s Office of Institutional Integrity (OII) is searching for a Consultant to play a key role in communicating to different audiences the work of the integrity oversight function in the IDB Group and in advising staff regarding integrity risk management. Integrity risk is understood as the risk that a project may be affected by prohibited practices or behaviors such as theft, conflicts of interest, waste or misappropriation of resources, money laundering, or tax avoidance.

 

The team: OII plays a key role in leading the IDB Group’s integrity efforts. The Office is responsible for investigating information in connection with prohibited practices (i.e. fraud, corruption, collusion, coercion and obstruction of investigations) in IDB Group-financed activities, as well as conducting prevention activities designed to identify and manage the risk that prohibited practices or similar misconduct may occur in IDB Group-financed operations. Additionally, OII provides training to internal and external stakeholders on how to manage integrity risks.

 
What you’ll do:
  • Advise OII in the design of strategies to communicate to and with internal and external stakeholders about (i) the IDB Group’s integrity efforts; and (ii) OII’s performance. 
  • Design knowledge products that can be used as part of a communication strategy to reinforce the importance of integrity risk management in IDB Group-financed operations.
  • Contribute to the development of new narratives for OII reports and coordinate, under the Oversight, Audit and Compliance Senior Specialist in the SG Prevention area and OII’s Chief, the preparation of OII’s Annual Report.
  • Design and contribute to the preparation of training materials to be used by OII for IDB Group personnel and external stakeholders, including executing agencies and civil society.
  • Coordinate OII’s monthly bulletin and related materials as well as the implementation of new digital communication media.
  • Develop ways to share lessons learned from investigations into allegations of prohibited practices, both with external and internal audiences (e.g. videos, brochures, data visualization, manuals and publications).
  • Design innovative ways to communicate OII’s impact to different audiences and organize events to raise awareness regarding OII’s work.
  • Coordinate the design and maintenance of OII’s internal and external web pages.
  • In coordination with the Knowledge and Communications Department of the IDB Group, prepare or organize production of Op-Eds, blogs, or articles about investigating and preventing prohibited practices.
  • Assist OII in providing advice to IDB Operational Units and external stakeholders regarding the identification, assessment and mitigation of integrity and reputational risks in connection with IDB Operations.
  • Participate in the preparation of OII’s reports to share lessons learned from investigations.
  • As needed, the Consultant will support Integrity Officers on the implementation of different knowledge sharing activities.
  • As needed, the Consultant will support Integrity Officers on preventive or outreach missions.

All work conducted by the Consultant is strictly confidential and shall not be disclosed without the specific consent of OII’s Chief.  This also applies to disciplinary and investigatory information generated in or for the IDB.  The Consultant shall refrain from discussing or otherwise communicating any matter pertaining to the work of OII with anyone outside of OII.

What you’ll need:
  • Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.
  • Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.
  • Education: Master’s degree in Communications or a related area, or in a field related to international development (e.g., Public Administration, International Affairs, Economics, Law).
  • Experience: A minimum of 5 years of relevant professional experience.  Any experience in areas relating to integrity (e.g., compliance, investigations, public procurement) is a plus.
  • Languages: Ability to read, write and speak in Spanish and English; working knowledge of Portuguese and/or French is desired.  Excellent drafting and editing skills are required.

  • Requirements: You must be a citizen of one of the IDB’s 48 member countries and have no family members currently working at the IDB Group.
