Knowledge Management and Learning Consultant

Background of this search: The Inter-American Development Bank’s Knowledge, Innovation and Communication Sector (KIC) through the Knowledge and Learning Division (KLD) aims to bring the latest learning products and opportunities at the IDB’s disposal to strengthen training of its own staff and of its operational partners.

The team’s mission: The Knowledge and Learning Division (KLD) collaborates with organizational units throughout the IDB to make the organization’s explicit and tacit knowledge accessible, visible and easy to reuse.  KLD supports a line of work dedicated to tackling challenges related to identifying and accessing knowledge, particularly utilizing natural language processing techniques to extract value from unstructured data. An important contribution of the division is to organize disperse content so that it becomes accessible, visible and more likely to be reused.

What you’ll do: Provide support in updating lessons databases and development of other repositories; prepare data, documentation, extract lessons learned and other inputs to populate knowledge repositories and search engines, prepare inputs for lesson-learning technical notes and other documents aimed at capturing and documenting Bank’s operational learning; support quantitative and qualitative data cleaning and manipulation.

Description of Activities The consultant will be responsible of the following activities:

  • Develop qualitative and text data repositories for knowledge documentation and sharing:
    • Collect, manipulate, clean and revise text data needed to populate lessons and knowledge repositories, collaborate to design dashboards and websites to share the content.
    • Map and codify operational knowledge using qualitative research techniques like structured and unstructured interviews, literature reviews of publications, technical notes, blogs and other documents as needed.
    • Explore mechanisms to facilitate the re-use of learnings generated within IDB initiatives, considering other institutional experiences.
  • Identification and dissemination of learnings:
    • Monitor external/internal sources to download and update document and text repositories, including but not limited to project completion reports and project monitoring reports.
    • Revise, clean and manipulate lessons learned text extracted from corporate documents using algorithms in Phyton or R; revise, download and classify relevant internal and external material, as well as background documentation from different sources.
    • Support the development and design of tools to disseminate lessons learned using Business Intelligence dashboards (using Tableau or PowerBi) and support the preparation and uploading of data for lessons learned corporate dashboards and search system.
    • Prepare written inputs, tables, presentations, and summaries of relevant documents as needed.
    • Carry out a variety of other operational, administrative or logistical related tasks as directed by the supervisor.
  • Support exploration of AI techniques for knowledge management:
    • Working closely with our data scientist consultant, adapt and prepare data inputs for algorithm training as needed; read, classify, and prepare large volume of data for algorithm training.
    • Working closely with our data scientist, support the use of text analytics techniques for analyzing, classifying, and conducting qualitative data analysis as needed. 
    • Annotate text and prepare documentation for tests with AI techniques.
  • Support updating impact evaluation repository:
  • Update a repository of impact evaluation studies from the IDB, reviewing recent studies, summarizing methodological approach and main findings of the studies, and developing metadata to include descriptors of the project that was evaluated, the evaluation methodology and topics studied.

What you will need:

  • Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.
  • Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.
  • Education: Active master's degree OR recent graduate from a postgraduate program (maximum of 1 year after graduation date) in Statistics, Data Sciences, Economics, Public Policy or related field.  Should have passed at least one graduate course on Program or Impact Evaluation in an accredited university.  
  • Experience: Less than two years of relevant experience in qualitative data manipulation, revision and cleaning, and some experience in text analytics techniques and project monitoring and evaluation.
  • Languages: Be proficient in English and Spanish, preferably with a working knowledge of one of the Bank’s additional official languages (e.g. Portuguese, or French).

  • Technical skills:
    • Required: Tableau (design), PowerBi (design), Excel, PowerPoint.
    • Highly desirable: Phyton, SQL, and proficiency with survey services such as Survey Monkey and Qualtrics.
