International Digital Health Senior Specialist

About this position

 

We are looking for a Digital Health Senior Specialist to join our Social Protection and Health (SPH) Division as a member of the SPH Digital Health Team. In coordination with the SPH Digital Health Team leader, you will contribute to our operational, economic, and sector work program in digital health. Your primary focus will be designing and supervising complex digital health operations in IDB member countries, with an initial three-year emphasis in Argentina and other southern cone and Andean countries.  

You will contribute to digital health transformation by ensuring high-quality design, execution, and evaluation of operations to address health risk factors, improve healthcare delivery quality and resilience, and enhance health spending efficiency. Additionally, you will engage in policy dialogue and applied research on digital health for non-communicable diseases, health system strengthening, financing, and strategic health policy development.

Our Social Sector (SCL) is a multidisciplinary team that is convinced that investing in people is the way to improve lives and overcome the development challenges in Latin America and the Caribbean. Jointly with the countries in the region, the Social Sector formulates public policy solutions to reduce poverty and improve the delivery of education, work, social protection, and health services. You will work in the Social Protection and Health (SPH) Division, which prepares and supervises operations in borrowing member countries in the areas of social protection (e.g., safety nets and transfers, early childhood development, aging) and health (e.g., health systems strengthening, health system financing, organization and performance, digital health transformation, etc.).

What you’ll do:

 

  • Serve as a SPH Digital Health team member, supporting SPH’s regional approach and agenda for digital health. As business needs evolve, you will also contribute to other key areas within the Social Protection and Health Division.
  • Lead, in coordination with all relevant parties (executing agencies, fiduciary specialists, among others), the design, supervision, monitoring, and evaluation of digital health operations. 
  • Identify and resolve complex execution issues related to supervising IDB financed operations in digital health.
  • Lead and collaborate in the origination, conceptualization, and preparation of operations, including digital health initiatives, working closely with team members and relevant authorities to ensure alignment with strategic goals and operational requirements.
  • Transfer technical and operational knowledge in digital health to entities in charge of executing IDB-financed operations.
  • Develop and apply innovative economic and/or sector analytic work to support the preparation of country, sector, and regional strategies, loan operations, and technical assistance programs.
  • Share and disseminate economic/sector knowledge and learning experiences to enhance the IDB's relevance to borrowing countries and the region.
  • Engage in policy dialogue with government authorities and development partners based on your validated knowledge of the sector, development challenges of client countries, and IDB policies, strategies, and guidelines.
  • Foster health sector modernization and transformation in IDB member countries.
  • Work as a member of a multidisciplinary team, coordinating work within the division and sector in addition to supporting the activities of the IDB Invest and IDB Lab within the IDB Group.
  • Manage project teams and resources effectively.
  • Mentor junior staff to develop technical expertise in digital health. 
  • Provide input to prepare business plans and budgets for our work program's accomplishment and report progress to internal and external partners.
  • Work independently with limited oversight.

What you'll need 

  • Education: You hold a Bachelor´s degree in medical sciences, economics, public administration, computer science, or engineering and a Master’s or Doctoral degree in public health, health management, economics, health economics, public administration, computer science, engineering, or another related field.
  • Experience:  You have at least ten (10) years of relevant and substantive experience handling national and regional digital health projects, including complex digital infrastructure, organizational change, quality improvement, design and implementation of digital health policies, and operational experience in multicultural environments.
  • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French or Portuguese is preferable.

Requirements  

  • Citizenship:  You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.  
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab. 

  

Type of contract and duration 

·       International staff contract, 36 months initially, renewable upon mutual agreement.
