Integration Routes Coordinator (Operations Lead Specialist/Operations Principal Specialist)

About this position 

 

We are seeking a highly skilled professional with a strong understanding of LAC countries and regional integration, as well as robust program management capabilities, to lead and coordinate the department's regional integration agenda, particularly focusing on the Integration Routes Initiative (Rutas de Integración). This IDB initiative aims at enhancing regional integration in South America and facilitate the inclusion of our member countries in global value chains by connecting the Atlantic and Pacific Oceans. The program advocates for the development of sustainable infrastructure corridors that go beyond just physical and digital assets. 

 

You will work as a member of the Southern Cone Country Department (CSC), under the CSC Manager, and in coordination with the Andean Country Department (CAN) and the Caribbean Country Department (CCB) Managers, in the Vice-presidency for Countries (VPC); and in collaboration with other relevant areas of the IDB Group. 

  

           

What you will do 

 

As Regional Integration Coordinator, you will lead and manage, among other duties, the implementation of the Integration Routes Initiative.  Your main responsibilities will be to: 

 

  • Lead and coordinate the initiative of Integration Routes, including through collaboration among a multidisciplinary team within the IDB Group to support the integration of South American countries.
  • Ensure synergy and consistency between the Integration Routes Initiative and the IDB Group’s institutional strategy, as well as with other IDBG regional initiatives, whether managed by the IDB or externally, such as the Amazonia Forever Program and One Caribbean.
  • Develop and oversee the implementation of an Action Plan for the Integration Routes Initiative, outlining a timeline of activities, key stakeholders, milestones, challenges, risks and corresponding mitigation strategies. The plan should also incorporate a comprehensive communication and dissemination strategy.
  • Ensure close coordination with regional departments to facilitate the identification and implementation of activities pertaining to the program in line with respective regional priorities.
  • Support the delivery and oversight of regional integration projects to enhance the efficiency and effectiveness of these operations, in line with Institutional Strategy IMPACT+
  • Support the CSC Regional Manager, in close coordination with CAN and CCB Managers, in the preparation, development, and execution of national and regional integration dialogues related to the Integration Routes Initiative with internal and external stakeholders from both the public and private sector
  • Offer advice and guidance to the CSC Manager on:

Opportunities and alignment of loan operations, both with and without sovereign guarantees, as well as technical assistance and knowledge generation for the regional integration agenda for the Southern Cone Region.

Advancing the IDB’s integration mandate and achieving the objectives of the Integration Routes Initiative, among others. 

  • Encourage alignment, consistency, and integration of cross-cutting issues, outcomes, and knowledge creation and sharing, while also promoting innovation and research to advance the integration agenda in South American countries.
  • Enhance collaboration with regional and national actors relevant for advancing the Integration Routes agenda, including national and regional development institutions.
  • Lead, in tandem with our Office of Outreach and Partnership, the design and implementation of a resource mobilization strategy, including identifying co-financing opportunities, that complements other efforts undertaken under other regional programs.
  • Work independently with minimal oversight.
  • Provide technical guidance to more junior staff. 

 

What you’ll need:

Education: Master’s degree (or equivalent advanced degree) in Public Policy, Economics, Law or a similar field in social sciences or humanities that is relevant to sustainable and inclusive development. 

 

Experience: A minimum of 10 years of validated experience related to advancing sustainable and/or inclusive development in the region is needed. You must also have a deep understanding of the Latin American and Caribbean region, with proven experience in advancing a multi-stakeholder and multi-sector agenda of sustainable and inclusive development in South America.  

  • Additional experience in the following would be a plus:
  • Proven track record conducting strategic-level, multi-country, technical dialogue with diverse groups (e.g. public sector, private sector, civil society, and/or traditional communities), including dialogue in matters related to the IDB Group’s work.
  • A working understanding of multi-lateral development banks, in addition to an understanding of the fundamental economic, socio-cultural and environmental characteristics of the Southern Cone Region.
  • Advanced diplomatic skills with a track record of strengthening impactful collaborations among diverse counterparts. 
  • Demonstrated experience with leading effective teams. 

 

Languages:  

  • Proficiency in English and Spanish is required. Portuguese highly desired.

    Requirements

  • Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents. 
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.  

 

Type of contract and duration

  •  International staff contract, 36 months initially, renewable upon mutual agreement.
