IDB Invest – Business Support Consultant – Advisory Services & Blended Finance Team


Background: IDB Invest, a member of the Inter-American Development Bank (IDB) Group, is a multilateral organization based in Washington D.C., which is committed to the development of Latin America and the Caribbean through the private sector. As part of its mission, IDB Invest supports the private sector and state-owned enterprises through financing in the form of loans, equity investments, and guarantees.

The Investment Operations Department (INO) of IDB Invest is responsible for generating a portfolio of high quality, creditworthy, and environmentally and socially sound projects that result in significant development impact. The business cycle goes from the identification, selection, origination and execution of transactions to their monitoring. INO follows a matrix model, with three Segment Divisions covering Infrastructure and Energy, Financial Institutions and Corporates, and three transversal areas such as the Financial Products and Services Division (in charge of capital market solutions, financing solutions for funds, equity and trade and supply chain finance), the Advisory Services and Blended Finance Team and the Portfolio Management Division.


The Team: Under the Investment Operations Department (INO) of IDB Invest, the Advisory Services & Blended Finance Team (NFP), work closely with INO’s divisions to prepare impactful projects, mainstreaming sustainability considerations, supporting champions in specific sectors through knowledge products and outreach activities and influencing the market through publications, conferences and other activities. The Team also manages third party funds for blended finance solutions and the provision of Advisory Services.


What you’ll do:

A new framework for conducting Advisory Services has been developed. We are searching for a candidate to support the implementation of Advisory Services projects and Blended Finance funds management. You will be responsible for proactively supporting project managers in multiple activities, perform data analysis of advisory services projects, ensure the highest standards of data quality in systems and databases, and support the continuous improving of advisory services processes. This is critical to ensure efficiency and timely services provided to our internal and external clients.


1. Operations Support and Quality Operations: 

  • Support project teams throughout the advisory services project cycle. Provide guidance and alignment with current policies and procedures. Coordinate with and support teams to resolve any issues arising during the processing and implementation of Advisory Services projects, including: 
    • Ensure Advisory Services projects are readily available to disburse. Enter and validate the eligibility for disbursement and categories. Enter and validate clients’ commitments, bank flows, disbursements and cancellations. Monitor and take preemptive action to prevent expiration of funds within an Advisory Services Project.
    • Processing of amendments and cancellations for Advisory Services projects (e.g.  technical cooperation operations, investment grants, loans, etc.) and supporting project teams in the preparation of related documentation. 
    • Perform quality control of documents produced for execution of advisory services projects, ensuring accuracy, completeness, proper formatting and compliance with the corresponding policies and guidelines. Support project teams with document handling as needed (e.g. uploading required documents in corresponding systems).
    • Serve as main point of contact for all procurement related matters, including hiring of firms and individuals; processing of contract amendments (extensions, increases, cancellations, etc.) as needed; ensuring completeness of procurement related documentation; monitoring of consulting contracts’ due dates to ensure compliance with procurement policies and guidelines.
    • Track counterpart contributions as part of advisory services activities.
    • Perform quality control of documents produced for execution of advisory services projects, ensuring accuracy, completeness, proper formatting and compliance with the corresponding policies and guidelines.
    • Seek solutions and coordinate with the IT department of both, IDB and IDB Invest, as needed. 
  • Develop guides and resources for project managers. Train project teams to be more effective in the implementation of advisory services projects.
  • Identify continuous improvement opportunities and manage improvement requests, coordinating with ad-hoc multifunctional teams for specific initiatives.
  • Contribute to improving the systematization of advisory services activities and to the design of corresponding interfaces with IDB systems.
  • Monitor pipeline on a periodic basis and follow-up with teams to ensure pipeline is current and updated in IDB Invest operations management platform (Maestro). 
2. Strategic Monitoring and Reporting: 
  • Update and maintain Advisory Services databases and information in systems, which will enable quality reporting to top executives for effective decision making. Take a proactive approach to ensure data quality and take necessary steps to coordinate with project teams to ameliorate any data issues and ensure accuracy.
  • Prepare periodic and ad-hoc presentations and reports to internal and external audiences related to the execution of advisory services activities, as needed, including information for the Board of Executive Directors, senior executives, other MDBs, etc.
  • Ability to work with complex databases to produce information for internal and external audiences.
  • Ability to develop and maintain dashboards.
  • Support the preparation of briefings for the Senior Management Team.
  • Support project teams during the annual donor reporting cycle. 
3. Business Support: 
  • Provide logistical support in the organization and planning of internal meetings, conferences, seminars, securing facilities and arranging services, as needed.
  • Perform and maintain an updated record of NFP budgetary expenses.
  • Monitor and respond routine correspondence, including AST Mailbox.
  • Follow up on pending business matters to ensure compliance with deadlines.
  • Support IDB Invest’s Finance Division in validating information regarding advisory and blended project approvals, including: MDB/TFP fee structuring and reporting, general NFP reporting for IDB Invest management and donors; monthly reports of client counterpart contributions as part of advisory services activities; serve as focal point for end of year accruals determination;  support financial audits; among others.
  • Maintain documents both in hard copy and/or electronic format in accordance with IDB Invest records management policies and practices, ensuring that appropriate follow up actions are taken.
  • Other back office tasks, as necessary, such as agenda management and travel arrangements for team members.
Skills you’ll need:
 

Education: Associate degree, or equivalent, in Business Administration, Finance, Engineering, Computer Science, or another relevant fields.

 

Experience: A minimum of two (2) years of relevant experience in business support. Experience in a multilateral institution highly valued.

 

Languages: Proficiency in English and Spanish, both written and oral.

 
Core and Technical Competencies:
    • Proficiency in IDB Invest standard processing software; spreadsheet and database programs (Microsoft Office) are required. Knowledge of IDB administrative systems is a plus.
    • Strong organizational capability with an ability to carry out multiple and detailed tasks.
    • Strong communication skills, both verbal and written.
    • Team player, with ability to contribute to multidisciplinary and multicultural project teams.
    • Demonstrated ability to take initiative to assist others and share knowledge and information.

Payment and Conditions: Compensation will be determined in accordance with Bank’s policies and procedures. The Bank, pursuant to applicable policies, may contribute toward travel and moving expenses.

 

Visa and Work Permit: The Bank, pursuant to applicable policies, may submit a visa request to the applicable immigration authorities; however, the granting of the visa is at the discretion of the immigration authorities. Notwithstanding, it is the responsibility of the candidate to obtain the necessary visa or work permits required by the authorities of the country(ies) in which the services will be rendered to the Bank. If a candidate cannot obtain a visa or work permit to render services to the Bank the contractual offer will be rescinded.

 

Consanguinity: Pursuant to applicable IDB Invest regulations, candidates with relatives (including the fourth degree of consanguinity and the second degree of affinity, including spouse) working for the IDB Invest and the Bank as staff members, or Complementary Workforce or as contractors, will not be eligible to provide services for the IDB Invest.
