Human Resource Lead Specialist / Talent Solutions Lead

Context of this search: Our Human Resources Department is looking for a methodological project manager with a background in Human Resources to lead a new team that will focus on the design of global Talent Solutions.
The team: The Human Resources Department (HRD) is responsible for the administration and development of the human resources in the IDB Group. It also oversees the implementation of the “Human Capital Strategy” building and implementing programs and methodologies in direct support of our results-based business model and focusing on the development of the IDB Group’s talent and technical skills capacity.
At the Talent Management Division, we build strategic partnerships with our clients across our 26 offices in Latin American and the Caribbean, our two regional offices in Asia and Europe, and headquarters, in Washington, D.C. We provide quality service and timely HR solutions in direct response to their strategic objectives, and we work hard to reinvent the way we do things to better serve our employees and colleagues, and ultimately to improve lives in the Region we serve.
What you’ll do: We are looking for an experienced HR leader who can think strategically, create an inspiring vision, as well as roll up their sleeves to dive deep into problem diagnosis to bring forth practical applications and solutions. In this role, you will supervise three business areas: Talent Management Solutions (using human-centered-design to create new tools, initiatives, and products); Talent Acquisition (from marketing and outreach to hiring); and HR Special Programs (including internships, organizational collaboration, and other programs).
Your main responsibilities will include:  
  • Manage the design, implementation and continuous improvement of high impact cross-organizational programs through deep understanding of the current and future state of the IDB’s talent needs.
  • Responsible to develop for implementation, among others: the annual talent review and promotion processes; functional rotation programs; workforce and succesion planning exercises; grade assessment methodologies, and talent requirements definition to support organizational structure design and career development mapping for staff.
  • Collaborate with HR Business Partners, for the IDB and IDB Invest, to develop methodologies to identify client needs, successfully translating business objectives, organizational priorities and HR strategies into the design of HR solutions.
  • Leveraging rigorous design thinking and/or agile methodologies, partner with the HR Business Partners and Centers of Excellence to co-create innovative solutions with clients and effectively scale these within our organization.
  • Lead the development of policies and guidelines related to talent management programs and ensure consistent communication in coordination with other HRD areas.
  • Lead the development of a talent acquisition strategy for the IDB Group to ensure a robust and ready pipeline of diverse and qualified talent, with focus on minorities.
  • Oversee the management and delivery of the entire recruitment process for all levels (including executive positions). Develop appropriate KPIs and monitoring initiatives to ensure quality of hires and satisfaction of hiring areas and candidates.
  • Partner with the Diversity and Inclusion team to align talent management efforts that promote diversity of applicants in different dimensions and identify metrics to measure impact.
  • Guide and articulate the delivery for group-wide HR Special Programs that are linked to constant innovation, cross-collaboration, strategic external partnerships, inclusion of underrepresented groups and skills, as well as the promotion of the IDB Group among young talent from our member countries.
  • Advise and present insights garnered through analysis, data driven assessments, and market based research in a way that supports the leadership of the IDB and HRD in their decision-making processes.
  • Coach team members and provide leadership and direction to a team of 9 HR professionals responsible for the delivery of HR programs/initiatives and tools.

What you’ll need:    

Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.
Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
Education: Master’s degree (or equivalent advanced degree) in HR management, business administration, human-centered-design, or other fields relevant to the responsibilities of the role.
Experience: Minimum of 10 years of professional experience in talent acquisition, human capital consulting or a role demonstrating expertise in strategizing and implementing talent management solutions to include change management, talent development, or rotational programs. Client service orientation is essential, plus:   
  • Ability to develop and evaluate data-based innovations within organizational environments, integrating cross-organizational partners.
  • Experience collaborating with and partnering/influencing senior leaders in the business to ensure client-satisfaction regarding project and/or strategic initiatives.
  • Understanding of organizations with an international scope of operations and extensive experience in program/project management and in the areas you will be responsible for.
  • Proven experience leading, developing, and maturing a high-performing talent acquisition team/function across a region.
  • Ability to have a “big picture” perspective but also able to design, implement, and manage complex processes from a strategic and operational perspective.
  • Strong technical background, including extensive knowledge of leading-edge HR programs, systems, and practices.
  • Ability to bring innovative and workable concepts and ideas to meet client’s needs, creating strategic concepts and translating them to execution to produce business outcomes.
  • Strong business acumen and clear understanding of market trends, competition, and culture.
  • Exceptional interpersonal, collaboration, communication, and relationship-building skills with an ability to manage multiple clients with multiple needs in an efficient and effective manner.
  • Collaborative team player who can inspire trust and passion in the IDB Group’s mission, establish productive relationships, and treat all individuals with fairness and respect.
Languages: Capacity to make influential presentations and produce engaging reports in English and either Spanish, French, or Portuguese.
