Head, Procurement Consulting Operations Services (OCS)

Context: The Budget and Corporate Procurement Division (BGT) is looking for a strategic, highly motivated professional to lead a group tasked with providing guidance and advise with regards to procurement with emphasis on selecting Consulting Firms for Bank-executed operational work. Specifically, the group is responsible for the oversight, interpretation, compliance, and maintenance of the related policy and operational guidelines.

The team: Our Division provides information on performance and budgetary resource management and oversee all Corporate Procurement activities of the Bank. The OCS team focuses on the oversight of the direct contracting by the Bank of consulting of firms for the generation of products that support its development agenda. The bidding opportunities generated are exclusively for intellectual products and advisory services.

What you’ll do:

Lead a group of professional staff and consultants to achieve operational excellence in the delivery of services while optimizing their career development and professional growth to:

  • Oversee and ensure compliance of the Policy and Operational Guidelines.
  • Provide sound advice to Bank’s operational Units through all stages of the selection and contracting process for Consulting Firms.
  • Provide advise in cases of contract disputes, sanctions, or complex negotiations or contracting issues with consulting firms, as required by the Policy.
  • Analyze and adopt industry best practices and internal lessons learned to enable the teams to optimize their cost value proposition and obtain high quality products.
  • Coordinate business analytics of related processes and results to inform continuous improvements to related policies, guidelines, systems, and day to day activities.
  • Coordinate the preparation and delivery of the Bank wide training and accreditation programs.

What you’ll need:

Education: A Master’s Degree in Business Administration, Law, Engineering, or related professions. Certification in Procurement or Project Management highly desirable.

Experience: At least 10 years of relevant practical experience in the field of project preparation and execution. Involvement in procurement of goods and services particularly the selection and contracting of consulting firms and management of procurement policies and operational guidelines. Knowledge of functionality of project management support systems. Familiarity with analytics and related tools is desirable.

Languages: Written and oral proficiency in English and Spanish required. Strong writing skills are a must in both languages.

Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
