Skills you will need:

 

  • Citizenship: You are either a citizen of Guyana or a citizen of one of our 48-member countries with residency or legal permit to work in Guyana.
  • Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.
  • Education: Master’s Degree in Public Procurement or equivalent in areas of Economics, Civil Engineering, Law, Business Administration, or other relevant discipline
  • Experience: A minimum of five (5) years of relevant professional experience is required. Two (2) years of direct experience in international private or public procurement is highly desirable.
  • Languages:  Proficiency in English with strong written and verbal/presentation skills. Proficiency in another one of the Bank’s official languages (Spanish, Portuguese or French) is desirable, though Spanish is preferred.

Core and Technical Competencies:

  • The FOC interacts with Bank staff at all levels, government clients and their equivalent in other international organizations, and must have the ability to establish and maintain relationships with all stakeholders to understand needs and develop support.
  • Training directly related to procurement or a recognized qualification in procurement.
  • Knowledge of the current concepts, principles and practices that govern the international procurement of goods and works and contracting of services.
  • Knowledge of public procurement legislation, systems, organization, and practices.
  • Ability to carry out assessments of procurement capacity of executing agencies, design procurement arrangements for new operations and monitor actions during project implementation.
  • Deep understanding of standard procurement procedures and protocol, managing databases and transactional systems/software, data mining, data structuring, data analytics.
  • Strong critical thinking skills.
  • Proven ability to work independently under high pressure deadlines and with little supervision.
  • Expert in MS PowerPoint (or similar presentation software) and MS Excel.
  • Excellent negotiating skills in resolving conflicts.
  • Superior customer service skills. 

 

Opportunity Summary: 

 

  • Type of contract:  Consultant Full Time.
  • Length of contract: 12 months.
  • Starting date: May 2021.
  • Location: IDB Country Office, GUYANA.
  • Responsible Person: The coordination and supervision of the consultant will be under Fiduciary Specialist – Procurement VPC/FMP.
  • Requirements: You must be a citizen of one of the IDB’s 48-member countries and have no family members currently working at the IDB Group.
