FMP/CGY Fiduciary Operations Consultant (Procurement)

Background of this search: Established in 1959 and based in Washington D.C., the Inter-American Development Bank (IDB or Bank) is today the main source of multilateral financing for economic, social, and institutional development in Latin America and the Caribbean. It provides loans, grants, guarantees, policy advice, and technical assistance to the public and private sectors of its borrowing member countries.

 

The Financial Management and Procurement Services for Operations Division (FMP) and IDB Country Office in Guyana (CGY) are actively seeking a qualified and experienced public procurement consultant who can directly support advancement and innovation in procurement operations in the country.  

 

The team’s mission: FMP is under the purview of the Vice-Presidency of Countries and works in collaboration with IDB partners to support eligible countries to strengthen their fiduciary systems, advise on the design and implementation of their operations, and provide trusted fiduciary advise and supervision of operations.  The main functions of the Bank’s fiduciary team are to ensure the effective and efficient use of the Bank’s development funds and to design and supervise the procurement and financial management aspects of the Bank’s operations, including providing training and capacity-building activities for Project Execution Units. FMP’s Plan 2023 includes a 4-pronged vision:

 

  • Complete digitization and automation of all transactional fiduciary processes in which human intervention does not add value.
  • Total connectivity with our clients through platforms that integrate our operations and reduce physical and geographic limitations and challenges.
  • Wide availability and use of data, which allows fiduciary specialists to make decisions based on reliable information and offer solutions that have an impact on the development priorities of the countries.
  • Cultural change towards a more creative, agile, and visionary organization to help our clients face their challenges, assuming controlled risks that allow us to live up to their expectations.

 

The Objective: The procurement function is an integral part of the development process as it supports governments in improving their Public Procurement Systems and ensure the timely completion of purchasing activities that directly affect disbursement and project execution.  The objectives of the consultancy are to: 1) provide technical advice and participate in the formulation, design and implementation of the Bank’s procurement strategies, policies, procedures, and programs. 2) Manage technical matters in operational and policy issues, 3) provide technical guidance on the assessment and management of fiduciary risk and 4) lead in the development and delivery of training and capacity-building activities to strengthen the client’s ability to conduct procurement, and 5) directly facilitate the digital and cultural transformation goals of FMP

 

What you’ll do: Works under the general direction of the Procurement Specialist and guides and mentors staff, as well as government clients. The Fiduciary Operations Consultant (FOC) provides procurement reviews and technical advice to clients on all procurement activities during all phases of the procurement cycle while also contributing to the proper implementation of institutional procurement policies, procedures and supporting procurement documentation to ensure that the CGY Portfolio achieves mandated international standards of procurement.

 

The FOC will be required to:

 

  • Provide critical assessments, technical advice, and formulate expert opinions in performance of ex-ante or ex post fiduciary review of procurement plans, notices, contract award notices, all assessments necessary to draft Fiduciary Arrangements to be included in Draft Loan Proposals, Operations Manuals, and other implementation arrangements, and other similar information.
  • Provide supporting assessment and analysis of programming cycle (Fiduciary Profile and Country Programming Document) and project design/execution on procurement related matters including the selection of procurement methods, handling of protests and matters of contention raised by borrowers, bidders and other Bank stakeholders. Use innovative techniques and procedures for efficient data capture to assist in preparation of technical notes, reports, presentations and documents that will inform critical business intelligence innovation and existing initiatives that can serve the country and region.
  • Use data analytics to forecast procurement and execution risk using Procurement Plans in Bank Systems underlying the basic structure of the Bank’s procurement life cycle.
  • Help to periodically assess Executing Agencies’ institutional capacity and support the formulation of innovative programs to strengthen such capacity via observation visits.
  • Proactively supports creation and implementation of process workflow monitoring that improve best practices for Executing Agencies, all within Bank procurement policy, and support effort to implement the same in real-time.
  • Support the implementation of stragies for strengthening institutional capacity in Guyana to further foment the impact of development efforts via producing increased effectiveness in fiduciary inputs.
  • Active participation to the preparation of trainings, presentations, and development of innovative tools and strategies that leverage existing resources to create new solutions to existing challenges in procurement.
  • Support fiduciary team with innovative cross-collaboration initiatives and participation in working groups to provide effective and creative solutions to procurement challenges according to latest trends in the public procurement.
  • Provides technical input for strategic documents, operational documents and technical guidelines to improve the fiduciary work.
  • Advise and mentor Bank staff on all aspects of procurement under the Bank’s procurement framework.
  • Act as regional point of contact for troubleshooting Bank Procurement Systems.

 

Skills you will need:

 

  • Citizenship: You are either a citizen of Guyana or a citizen of one of our 48-member countries with residency or legal permit to work in Guyana.
  • Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.
  • Education: Master’s Degree in Public Procurement or equivalent in areas of Economics, Civil Engineering, Law, Business Administration, or other relevant discipline
  • Experience: A minimum of five (5) years of relevant professional experience is required. Two (2) years of direct experience in international private or public procurement is highly desirable.
  • Languages:  Proficiency in English with strong written and verbal/presentation skills. Proficiency in another one of the Bank’s official languages (Spanish, Portuguese or French) is desirable, though Spanish is preferred.

Core and Technical Competencies:

  • The FOC interacts with Bank staff at all levels, government clients and their equivalent in other international organizations, and must have the ability to establish and maintain relationships with all stakeholders to understand needs and develop support.
  • Training directly related to procurement or a recognized qualification in procurement.
  • Knowledge of the current concepts, principles and practices that govern the international procurement of goods and works and contracting of services.
  • Knowledge of public procurement legislation, systems, organization, and practices.
  • Ability to carry out assessments of procurement capacity of executing agencies, design procurement arrangements for new operations and monitor actions during project implementation.
  • Deep understanding of standard procurement procedures and protocol, managing databases and transactional systems/software, data mining, data structuring, data analytics.
  • Strong critical thinking skills.
  • Proven ability to work independently under high pressure deadlines and with little supervision.
  • Expert in MS PowerPoint (or similar presentation software) and MS Excel.
  • Excellent negotiating skills in resolving conflicts.
  • Superior customer service skills. 

 

Opportunity Summary: 

 

  • Type of contract:  Consultant Full Time.
  • Length of contract: 12 months.
  • Starting date: May 2021.
  • Location: IDB Country Office, GUYANA.
  • Responsible Person: The coordination and supervision of the consultant will be under Fiduciary Specialist – Procurement VPC/FMP.
  • Requirements: You must be a citizen of one of the IDB’s 48-member countries and have no family members currently working at the IDB Group.
