Background: The Fiscal Management Division (IFD/FMM) supports governments in Latin America and the Caribbean in their efforts to strengthen fiscal policy and management both at national and subnational levels to foster economic growth and reduce inequality and poverty. We are looking for a fiscal expert with extensive experience to identify and influence fiscal policies and institutional changes needed and develop new ideas to improve public finances in the region.

The team: Our main areas of work are tax policy and administration, public expenditure policy and management, subnational fiscal policy and management, fiscal sustainability and macro-fiscal policy and fiscal transparency. Some of our main activities related to fiscal policy include design projects to reform tax policy as well as public spending policy, provide advice and technical assistance on specific issues, generate knowledge to guide our evidence-based interventions and learn from our work.

This position will support the fiscal program and activities in various areas of our work in one of the countries of our region.

What you’ll do:

  • Lead and/or participate in the design and negotiation of lending operations (e.g., investment, credit lines, policy and results based) to support fiscal reforms.
  • Provide expert advice and policy dialogue with country authorities to improve fiscal policy at national and subnational level. 
  • Identify pioneering research opportunities to further the knowledge agenda, including fiscal policy in the digital edge and expenditure policy.
  • Collaborate with Bank specialists on the design of fiscal projects, as well as promote innovation of our knowledge and operational work.
  • Generate opportunities and improve the business performance and development effectiveness of the Division on fiscal issues.
  • Provide technical support in projects and initiatives, including use of digital technologies in fiscal management.
  • Foster successful strategic alliances with other international institutions and external networks.

What you’ll need:

Education: You hold a Master's degree (Ph. D. preferred) in social sciences, preferably in economics and public policy.

Experience: You have at least 6 years (10/15 preferred) of practical experience in technical positions in governments, international organizations and/or academia. Experience in managing modernization projects, as well as a sound understanding of fiscal policies is required. Candidates should be familiar with best international practices in fiscal institutions. A good understanding of the use of technology in modern fiscal management is also key.

Team: Excellent interpersonal skills; the ability to work as part of a team, and to maintain effective and cooperative relations.


Languages: Well-developed oral and written communication, and fluency in Spanish and English.

Opportunity Summary:

Type of contract: Full time Staff Fixed Term
Length of contract: 3 years
Starting date: Fourth quarter 2019
Location: Post of duty will be in one of the countries of our region, possibly in the Andean region or in the Southern Cone, Dominican Republic is another option. As international specialist, you should expect to rotate between country assignments every 3 to 5 years.

Requirements: You are a citizen of one of the IDB’s 48 member countries and have no family members currently working at the IDB group.
