TERMS OF REFERENCE

 

The implementation of the Optima corporate solution and the work assignment of an FTE to an external unit have prompted the re-assignment of functions within TCB so that the established work program could be executed as planned and critical functions be covered. This re-assignment of functions has increased the workload within TCB and created an inherent need to provide staffing coverage on a longer-term basis, particularly for the Capital function.  The modality of a DTC is being sought to provide coverage for the functions that will be a challenge to cover with the current staff levels, especially because of the work demands arising out of the continued implementation GCI-9 and the requirement to contribute to the Optima program with a SME.

 

Background

 

Consultancy objective(s)

 

To contribute to the work program of the Trust Funds, Capital and Banking group (TCB) as related to the servicing and management of the Bank’s capital subscriptions and contributions. The consultant will provide support in the activities related to the management of capital subscriptions and contributions of member countries, the increase of resources, the subscription of new members and the negotiation and enforcement of maintenance of value agreements, as well as the periodic reporting and closing of capital transactions to the General Ledger. Furthermore, the consultant will maintain the systems used to track and report capital subscriptions and contributions, and maintain, prepare and disseminate the standard and ad-hoc reports as requested by the stakeholders.

 

Main activities

 

The selected candidate will:

 

- Support the implementation of the GCI-9 as related to the subscription and collection process and recording of transactions in the systems.

- Provide support in the preparation and dissemination of information related to capital subscriptions and contributions to member countries, EXD offices and other liaison offices such as internal units, external auditors and/or other stakeholders.

- Maintain and update reports on capital subscriptions, particularly those related to the GCI-9 implementation.

- Handle communications and information requests from member countries, ensuring that all inquiries are promptly responded.

- Execute the billing of subscriptions and capital/donor contributions.

- Maintain the FIN webpage for Capital and Trust Funds.

- Execute the periodic closing of capital transactions and interface with the GL, provide support to the reporting function in this regard.

- Coordinate the resolution of reconciliation issues and requests, be the main point of contact with the ACC group to attend and resolve inquiries.

- Maintain and update the capital contacts database.

- Maintain the section’s systems, the Lawson A/R and Billing module for trust funds and PSG’s. Support the implementation and transition to the SAP system for capital and donor contributions. Assist in the implementation and testing activities of the SAP system.

 

Qualifications 

-Academic Degree/ Level: Bachelor’s degree preferably in Business Administration with minor in Systems Analysis, or Accounting degree

-Years of Professional Work Experience: Minimum of 4 years.

-Languages: English and Spanish

-Areas of Expertise:  Experience with database management

Payment and Conditions of Employment: Remuneration will be determined in accordance with Bank regulations and criteria. The Bank may additionally contribute toward travel and moving expenses, if applicable. If a candidate is not a citizen or resident of the country where he/she will be working, the Bank will assist him/her to obtain the corresponding visa or work permit (if applicable). If a candidate cannot obtain a visa to work at the IDB the contractual offer will be canceled.

 

Consanguinity: Individuals with relatives working for the IDB within, and including the fourth degree of consanguinity and the second degree of affinity are not eligible for employment as staff or contractual. Candidates must be citizens of a member country of the Inter-American Development Bank.
