  • Education: Master’s Degree in Business Administration or Computer Science, Certifications in SAP ECC and in Project Management.
  • Experience: Minimum of 10 years of relevant experience in HR and/or pension administration.  10 years of functional expertise in the analysis and delivering solutions to improve business processes. Emphasis on solid quantitative and financial analysis skills.
  • Languages:  Proficiency in English and Spanish is required.  Knowledge of another Bank official language is desirable.
  • Core and Technical Competencies:
    • Human Capital Policies and Strategies: Demonstrates knowledge of HR, Payroll, and Pension policies/programs and the ability to design, update and apply them. Aligns people strategies, policies and programs with the IDB’s strategic direction.
    • Business Acumen: Demonstrates understanding of the IDB’s business environment and client business needs and challenges. Applies knowledge of the business to accomplish goals and to make sound and effective decisions that add value to the clients, the organization and its human capital. 
    • Change Management: Applies state of the art change management theory and practices to anticipate, identify, conceptualize and implement change activities that ensure impact on key initiatives and shape organizational culture. 
    • Domain Knowledge: Demonstrates professional/technical knowledge, skills and expertise within functional area of HR. Stays current on best practices such that competent and committed talent can be attracted, deployed, developed, leveraged and retained to achieve the IDB’s expected results. 
    • HR and Pension Programs Administration: Administers and improves processes and programs to ensure that goals are achieved while maintaining workplace compliance, consistency and fairness. Leverages technology to enhance HR services and contain costs. 
    • Project Management: Establishes objectives, tasks, responsibilities and timelines for the on-time and on-budget completion of projects in order to deliver on HR programs and achieve desired business results. 
    • Assessment, Measurement and Analytics: Analyzes data and trends to identify, diagnose and solve problems, and make decisions contributing to enhanced HR programs, processes, and/or systems. Establishes key metrics and monitors progress toward objectives. 
    • Coaching and Consulting: Establishes role as trusted advisor by knowing, applying and advocating sound and consistent HR principles and practices. Draws attention to issues that need to be addressed and provides a sounding board and input on ways to maximize individual, team and organizational performance.
    • Collaboration, Teamwork and Inclusion: Works cooperatively with others independent of background (e.g., gender, ethnic origin, religion, disability, sexual orientation, background, perspective) or organizational role, and takes a team-based and inclusive approach to projects and decision making. 
    • Innovation and Creativity: Develops imaginative ideas and solutions through creativity, experimentation and critical thinking. 
    • Communication and Influence: Communicates effectively and leverages relationships and strategies to influence others. 
    • Client Focus: Understands client needs and provides services that meet their expectations for quality and performance; meets the Bank’s expectations for ethical behavior.

Requirements: You must be a citizen of one of the IDB’s 48 member countries and have no family members currently working at the IDB Group.

Payment and Conditions: Compensation will be determined in accordance with Bank’s policies and procedures. The Bank, pursuant to applicable policies, may contribute toward travel and moving expenses. In addition, candidates must be citizens of an IDB member country.
Visa and Work Permit: The Bank, pursuant to applicable policies, may submit a visa request to the applicable immigration authorities; however, the granting of the visa is at the discretion of the immigration authorities. Notwithstanding, it is the responsibility of the candidate to obtain the necessary visa or work permits required by the authorities of the country(ies) in which the services will be rendered to the Bank. If a candidate cannot obtain a visa or work permit to render services to the Bank the contractual offer will be rescinded.
Consanguinity: Pursuant to applicable Bank policy, candidates with relatives (including the fourth degree of consanguinity and the second degree of affinity, including spouse) working for the IDB, IDB Invest, or MIF as staff members or Complementary Workforce contractuals, will not be eligible to provide services for the Bank.
