Background of this search:

The Environmental and Social Solutions Unit (VPS/ESG) of the Inter-American Development Bank (IDB) is responsible for ensuring that IDB financed projects and other activities are environmentally and socially sustainable and comply with the Bank’s environmental and social policies. VPS/ESG provides the Bank and its borrowers with guidance on environmental and social safeguard issues and participate in project teams, providing technical input on social and environmental issues during project preparation/due-diligence and supervision.

For that purpose, ESG requires the support of a consultant to provide specific products related to the preparation and supervision of safeguards applications in Bank operations, focusing primarily on resettlement, indigenous peoples, gender, workers and community health and safety, public consultation, especially in the context of major infrastructure projects.

The Team’s mission:

ESG is seeking an experienced and highly motivated social consultant to join a group of social and environmental professionals that provide technical support, direction, and leadership in promoting the Bank's strategic social and environmental priorities and ensuring that IDB financed projects and other activities are socially and environmentally sustainable.

The consultant will support the design and implementation of the Bank's operations and will ensure they comply with the IDB's social safeguards policies and internationally recognized best practices.

What you’ll do:

The selected candidate will be under the supervision of the Group Head of ESG Support to Operations Group 4; providing social safeguard support in the preparation and supervision of Bank executed operations and other activities not limited to the following:

  • Provide support to project teams in the preparation of operations which would include among others:
    • The preparation of Environmental and Social Strategy (ESS), and/or Environmental and Social Management Report (ESMR) as applicable. This product involves interaction with project teams in the preparation of public sector projects that present potential environmental and social impacts or risks.
    • Review of Environmental and/or Social Assessments.
    • Participation in missions and preparation of aide memoires.
  • Provide support to project teams in the supervision of operations which would include among others:
    • Participation in missions for the supervision of operations with a resulting supervision report and aide memoire.
    • Provide written comments and recommendations to documents produced by internal and external clients.
  • Provide comments through the review of ESSs/ESMRs on behalf of SPL.

The consultant will have mission travel to the countries where the projects are located.

TORs must be drafted and approved by the supervisor for every mission travel the consultant participates in and shall be delivered according to ESG administrative manual for processing.

Every report must be submitted to the corresponding supervisor in an electronic file. The report should include cover, main document, and all annexes. Zip files will not be accepted as final reports, due to Records Management Section regulations

What you’ll need:

  • Citizenship: You are a citizen of one of our 48-member countries.
  • Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.
  • Education: Master’s degree or equivalent in Social studies, Urban Planning, International Development, or a related social field.
  • Experience: 5 years but 7 years desired of relevant professional experience in social due diligence and supervision, social analysis, work in development projects. Knowledge of the IDB’s social safeguards policies and at least 5 years of experience in managing social impact assessments at a Multi-lateral development bank is required. Excellent knowledge on social context in Latin America is highly desirable. Good analytical and writing skills are required.
  • Languages: Ability to read, write and speak Spanish and English is required. Ability to read, write and speak other official languages of the Bank (Portuguese and French) is highly desired.

Opportunity Summary: 

  • Type of contract and modality: Consultant (CNS), Full time.
  • Length of Contract: 12 months.
  • Location: The work will be performed at the IDB Headquarters in Washington, DC with mission travel to countries when IDB permits due to covid-19.
  • Responsible person: Environment Safeguards Lead Specialist.
  • Requirements: You must be a citizen of one of the IDB’s 48 member countries and have no family members currently working at the IDB Group.
