Background: 
The Inter-American Development Bank (IDB) recognizes that long-term economic growth and the reduction of poverty and inequality in Latin America and the Caribbean is dependent upon development that is both socially inclusive and environmentally sustainable. To this end, we have made a commitment to positively maximize the outcomes of our work while minimizing the negative impact on societies and natural capital. In that context, we have recently approved a new environmental and social policy framework (ESPF) harmonized with the best international practices.
  
ESG provides solutions to ensure the sustainability of projects and compliance with the Bank’s environmental and social policies. Specialists in ESG are part of project teams, providing technical solutions to social and environmental issues during project preparation and supervision.

The “Support to Operations” area is divided into four Operational Groups that provide expertise in environmental and social assessment and management in addition to other specialized groups. The Unit’s Operational Groups ensure that the potential negative environmental and social impacts and risks of IDB projects are properly managed and are led by a Group Head.
 
The team’s mission:
Through its 5 regional hubs, ESG provides close support to project teams and external clients. One of these hubs is based in Buenos Aires, Argentina, and provides environmental and social support to projects in execution in Argentina, Chile, Paraguay and Uruguay. The Environmental or Social Senior Specialist will supervise a team of environmental and social consultants based in Argentina, Uruguay, and Paraguay. The work of this team will be coordinated between ESG and the Argentina Country Office (CAR). The ESG Southern Cone (CSC) Hub Coordinator will report to an ESG Group Head and to the Bank’s Representative in Argentina as matrix supervisor, in close coordination with the IDB Chief of Operations in Argentina.  

 

What you will do:

  • Reporting to Group Head of ESG Operational Group 3, and in coordination with the IDB Argentina Country Office (CAR) Chief of Operations, the selected candidate will prepare a supervision plan for the Category A and Category B high and substantial risk operations in execution in Argentina (AR), Chile (CH), Paraguay (PR) and Uruguay (UR).
  • Supervise a team of environmental and social specialists in the implementation of the environmental and social measures for IDB financed operations in execution.
  • Direct and guide consultants who support executing agencies in specific projects. 
  • Perform supervision missions as part of the supervision plan for specific IDB financed operations in execution.
  • Prepare, and/or supervise the preparation of, supervision reports and action plans to address environmental and social issues identified during supervision missions.
  • Support the execution of the action plans referenced above.
  • Coordinate with the IDB Representatives and Chiefs of Operations in AR, CH, PR and UR the ESG participation in the activities of the IDB Country Offices (COF), such as portfolio reviews and programming, supervision plans as well as other activities of interest for ESG and the COFs.
  • As per ESG request, provide support and follow up to projects involved in an ICIM (IDB Independent Consultation and Investigation Mechanism) process. 
  • Design and implement a capacity building plan to provide training and capacity building for specialists based in the hub, executing agencies and/or consultants.
  • Report on the status of execution, results, conclusions, and lessons learned from the implementation of the supervision strategy in the four countries.
  • Receive training on the new IDB Environmental and Social Policy Framework (ESPF) and provide similar training to IDB sector specialists, consultants and executing agencies.

What you will need:
 

Education: You hold an advanced degree (Masters or equivalent) in a field related to environmental or social sciences.
 

Experience: You have at least 10 years of relevant experience as environmental and/or social safeguards specialist in complex high-risk projects in several sectors, especially transport, rural development, forestry, energy, water & sanitation, and housing. Knowledge and work experience in Argentina are essential; experience in other CSC countries as well as previous works with multilateral development banks and/or development finance institutions is desirable. Ability to deal with social or environmental issues. Experience in environmental and social capacity building initiatives, in planning and reporting for multilateral development operations and experience in the negotiation of high complex projects with project teams and clients.
 

Languages: You are fluent (oral and written) in Spanish and have a professional proficiency in English. Knowledge of an additional official Bank language (Portuguese and French) is a plus.
