About this position

For the Inter-American Development Bank (IDB), innovation and support for public policy, and regulation in topics such as the financial sector digitization, sustainability, and support for Micro, Small, and Medium Enterprises are relevant topics shaping Latin America and the Caribbean (LAC) in the coming years.

In this context, CMF is looking for a consultant to support the Regulation Focus Group at the Connectivity Markets, and Finance Division, to be a part of a team dealing with the promotion of financial sector policies and regulations, institutional capacity development for central banks, financial regulators, and other financial authorities, and research work in topics related to financial regulation, MSME financing, and productive financing.

As such, the person should be able to be part of a team working on several financial sector issues as payments, fintech, sustainability, and the supranational regulatory agenda. In this order, support to the region’s governments becomes a fundamental factor for the Bank’s operational plan from two perspectives: first, the offer of technical assistance on issues related to financial regulation, through tools such as the Regional Policy Dialogues (DRP). The objective of the DRPs is to promote a high-level dialogue between the countries of Latin America and the Caribbean and Bank officials, to identify innovative practices, strengthen institutional capacity, share experiences from both the region and the rest of the world, and improve the quality of reform strategies. At the same time, the DRPs provide the opportunity for the Bank to receive direct feedback on the countries’ public policy priorities, which can guide the future program of operations. Second, the operational program for sovereign debt loans in the countries of the region turns out to be a relevant part of the Bank’s work. The loan program of the Bank’s Connectivity, Markets and Finance division includes investment loans that finance goods, public works and services to promote social and economic development. In addition, PBLs offer flexible, liquid (fungible) financing to the Bank’s borrowing member countries to support policy reforms and / or institutional changes in a given sector or subsector. The country and the IDB examine and agree to such reforms or changes.

The Connectivity, Markets and Finance Division (IFD / CMF) is looking for a person in a professional growth stage with experience in the financial sector, knowledge of the financial sector and securities markets in Latin American and Caribbean countries and regulation and banking and securities supervision. Experience related to managing databases writing academic documents, among others, will be considered a relevant factor. The person will support the Division’s specialists in the preparation of documents, collection of databases, preparation of presentations, logistical support in events, among other tasks.

The Connectivity, Markets and Finance Division is vital in developing Latin America and the Caribbean’s private and financial sector markets. Our experience includes supporting commercial banks promoting sustainable social, environmental and corporate governance practices. Our projects promote private companies’ competitiveness, improving financial regulatory authorities’ capacity to protect consumers and companies, minimizing risk and increasing transparency, and financial inclusion for the entrepreneurship of women, populations rural areas and climate finance.

What you’ll do 

  • Assist and support the IFD / CMF team of specialists in collecting and processing data, preparing academic documents and public policies based on them. Knowledge of the Refinitiv platform (formerly Reuters) will be preferred
  • Support in preparing presentations, documents for roadshow of Bank products, public policy agendas, among others.
  • Technical support in drafting loan documents, technical cooperation, and other tasks pertaining to the division's operational program.
  • Assist the CMF team in convening meetings, research, question design, evaluation and follow-up of discussions between the IDB and representatives of countries in the region, together with the country offices to identify relevant actors to execute the activities to be carried out. within the framework of technical cooperation managed by the Division.
  • Support in administrative processes, such as the hiring of consultants, supervision of the content of the deliverables, logistical support for the organization of meetings, among others.
  • Support in the necessary steps for the publication, translation, and dissemination of academic and other documents issued by the Division. Social media management and design skills will be considered a plus.
  • Support the organization and logistics of the regional policy dialogues of the banking sector and capital markets, and the activities of the FintechLAC and REDES networks. Calling of meetings, sending invitations, coordinating the dynamics of the sessions, contacts with panelists, preparing questions and speeches, sending surveys, preparing reports.
  • Prepare periodic monitoring reports on the activities carried out in the FintechLAC, REDES, regional policy dialogues of the banking sector and the capital market.

 

 

What you'll need 

  • Education: Masters in Economy, Administration or Finance.
  • Experience: From 5 to 9 years of experience in the public, private or academic sector in banking supervision and regulation, securities and in areas related to the Fintech sector and/or sustainable finance. Experience in database management, and knowledge in the Refinitiv platform will be an advantage.
  • Languages: Proficiency in at least 2 of the official languages of the IDB: Spanish, English, Frech and Portuguese. Oral and written Dutch and advanced knowledge of English.

Key skills 

  • Experience in the management of information search tools and in the preparation of reports and diagnoses.
  • Ability to write reports based on existing market data.
  • Flexibility to work on a multiplicity of topics and ability to respond quickly to information requirements.
  • Capacity for document organization, logistics and implementation of meetings, events.
  • Knowledge of international standards and best practices for regulation, supervision and management of capital markets.
  • Excellent oral and written communication skills.
  • Proven ability to work independently and in a dynamic team environment

Requirements

  • Citizenship: You are a citizen of one of our 48-member countries.  
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration

  • Type of contract: International Consultant Full-Time.
  • Length of contract: 12 months.
