Context: The IDB, which was established in 1959 and is the main source of financing for the institutional, social, economic and financial development of Latin America and the Caribbean, is the legal representative of FONTAGRO, through an Administration Agreement and since its inception. in 1998. Currently, FONTAGRO is located within the orbit of the sector of Climate Change and Sustainable Development (CSD), a sector that advises the administration on issues of climate change and sustainable development. Within this sector, The Technical-Administrative Secretariat (TAS) of FONTAGRO is located in the Division of Environment, Rural Development and Disaster Risk Management (RND).

FONTAGRO (Regional Fund of Agricultural Technology) is an alliance of 15 countries established to finance agricultural research and innovation in a competitive and collaborative manner. Additionally, it constitutes one of the main discussion forums in science and technology for the rural sector. Throughout its history, FONTAGRO has supported more than 140 consensual projects, competitive in response to calls and other modalities, for a total of approximately US $ 110 MM, of which FONTAGRO and other agencies have contributed US $ 39 MM, and executing and co-executing agencies US $ 71 MM of counterpart.

FONTAGRO has noted that the information generated in the projects it finances does not easily reach its beneficiaries (family farmers and field technicians, among others), and, therefore, other mechanisms should be analyzed to facilitate knowledge and communication management (GCyC ). In this regard, the Board of Directors of FONTAGRO approved financing in 2017 to implement the organization's knowledge and communication management strategy. This technical cooperation includes several components and activities, related to reviewing the current strategy, developing a plan for its implementation, improving the monitoring of projects and their results, and other actions of collaborative work and visualization of information, among others.  To implement the actions of this technical cooperation, it is necessary to hire a consultant, with specialty and experience in the subject and especially in agricultural projects in Latin America and the Caribbean.

The mission of the team; The Technical-Administrative Secretariat (TAS) is the body responsible for the technical and administrative support of FONTAGRO. The TAS has an Executive Secretariat from a member country of FONTAGRO, a Program and Budget Administrator and an Operations Associate. The TAS, eventually, requires the support of consultants to carry out the implementation of its Annual Operating Plan. It is located at the IDB headquarters in Washington D.C.

What you’ll do

1. Implement the planned general knowledge and communication management activities and the projects financed by FONTAGRO.

2. Carry out financial and technical monitoring of the projects, with particular emphasis on reviewing the products, results, impacts and lessons learned from them, as well as the selection of visual material (photos, videos, infographics, webstories, or others).

3. To elaborate knowledge management and communication products for the projects, to be disseminated through the different social media and the FONTAGRO website, and any other information requested by the Executive Secretary (SE), especially to complete the information systems of the Bank.

4. Edit documents and implement the management of technical publications in FONTAGRO and in the IDB.

5. Support logistics of FONTAGRO events.

6. Comply with other activities requested by TAS.

What you’ll need:

Citizenship: You are a citizen of one of our 48-member countries and also a citizen of one of the 15 member countries of FONTAGRO.

Consanguinity: you have no relatives (up to the fourth degree of consanguinity and second degree of affinity, including the spouse) who work in the IDB Group.

Education: Bachelor’s Degree in agricultural sciences, agronomic engineering, preferably with a master’s degree or PhD in agricultural sciences or similar, and specialty or experience in knowledge management and scientific-technical communication in agriculture or related sciences.

Experience: at least 2 years of experience.

Languages: Spanish and advanced level of English language.

General and Technical Competences:

The candidate is expected to demonstrate experience in the management of Office tools, and preferably with evidence of work on issues of knowledge management and scientific communication - agricultural or related science technology.

Summary of the opportunity:

• Type of contract and modality: Consultant.

• Duration of the contract: 12 months.

• Start date: August 16th, 2019.

Location: IDB Headquarters, Washington D.C.

Responsible person: CSD/RND Senior Specialist and the Executive Secretary (SE) of FONTAGRO.

Requirements: You must be a citizen of one of the 15 member countries of FONTAGRO and one of the 48 member countries of the IDB and not have family members who are currently working in the IDB Group.
