Comprehensive Support to the Transportation Division in Bolivia Consultant


Background: We are looking for a Transport Consultant to provide technical support in the analysis, conceptual development, preparation and execution of loan operations and technical cooperations, as well as in knowledge development activities and sector studies, through the elaboration of specific technical-analytical products to be defined by the TSP team.


The team’s mission: The IDB is the leading source of multilateral financing for regional development in the Latin American and Caribbean region (LAC). It provides loans, grants, guarantees, policy advice and technical assistance to the public and private sectors of its borrowing member countries.


The Transport Division (INE/TSP) specializes in conceptualizing, preparing, executing, financing and providing technical support to the LAC transport sector in a wide range of areas including Transport Safety, Freight Logistics, Urban Mobility, Innovation and Intelligent Transport Systems, among others. Core activities in generating technical value added to the LAC countries include in-house development and implementation of knowledge products to back its long-term interventions and to provide inputs for public policy decision making.


The Transport consultant will work within a matrix structure under the supervision of the INE/TSP Division Chief.

What you’ll do:
  • Participate in the quality review of reports and knowledge products.
  • Engage in TSP portfolio management in collaboration with the relevant fiduciary specialists and in coordination with the Chief of Operations and the project team leader, particularly in developing action plans for how to respond to identified problems.
  • Conduct technical inspection visits of TSP operations involving works.
  • Participate in the assessment of outcomes and impacts of operations.
  • Provide inputs to prepare business plans and budget for the achievement of the TSP/CBO work program in Bolivia.
  • Support the technical dialogue with sector authorities to identify potential areas of Bank assistance in the transport sector in coordination with the Bank's Country Office in Bolivia.
  • Contribute to the identification, design and preparation of loans and technical cooperation for potential projects in environment, natural resources management and related sector that respond to the Country Strategy, seeking to strengthen the Bank's multisectoral work.
  • Prepare reports, technical notes, memory aids meetings and visits, as well as audiovisual presentations and events when required.

What you’ll need:
  • Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents. 
  • Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.
  • Education: Master's or equivalent; preferably civil or environmental engineer, or economist.
  • Experience: Minimum of 5 years of relevant professional experience in Latin America and the Caribbean.
  • Languages: Oral and written fluency in English; full proficiency in Spanish is a requirement.
 Core and Technical Competencies: (i) Strong background in transport;  (ii) capability to develop quantitative analysis; and  (iii) effectively supports the implementation of projects and programs to maximize their results.
Opportunity Summary: 
  • Type of contract: Consultant Full time.
  • Length of contract: 12 months.
  • Starting date: February 2020.
  • Location: IDB's Representation office in Bolivia.
  • Responsible Person: the general supervision of this consultancy will be conducted by the Division Chief Transport INE/TSP.
  • Requirements: You must be a citizen of one of the IDB’s 48 member countries and have no family members currently working at the IDB Group.
