Competitiveness, Technology and Innovation Specialist / Senior Associate

 

Are you passionate about design, monitor and implement policy support and institutional projects in innovation, science and technology for public and private sectors in the Latin America and Caribbean Region? 

  

We are looking for a dynamic professional with strong technical knowledge, leadership, critical thinking and extensive experience in promoting firm’s development, competitiveness and innovation in Latin America and the Caribbean (LAC). The selected candidate will work in our Country Office in Jamaica. 


Background: The Inter-American Development Bank (IDB), through the Competitiveness, Technology and Innovation (CTI) Division of the Institutions for Development Sector (IFD), provides funding, technical assistance and knowledge products to support governments in key action areas such as firm-level innovation, entrepreneurship ecosystems, digital transformation, creative economy, social innovation, green innovation and productive development.
 
The team: Our goal is to improve the competitiveness of firms and enhance efficiency in the LAC region through the application of innovative technologies.
 
What you’ll do:

  • Lead the development, design and preparation of new projects to strengthen and implement productive development and innovation policies as well as maintaining high quality technical relations within public institutions and the private sector.
  • Monitor, execute and evaluate the loan portfolio and technical assistance in Jamaica.
  • Conduct competitiveness, technology and innovation policy analysis and impact assessments to provide advice to borrowing member governments, private entities and to Bank staff.
  • Represent the Bank in coordination with policymakers, private sector leaders, international organizations, research institutions, and non-governmental organizations involved in the fields of innovation and competitiveness policies in LAC.
  • Contribute to the improvement of Bank policies, sector and country strategies through the design and development of technical notes to advise senior management about entrepreneurship, innovation and competitiveness policies.
  • Lead project teams and project preparation resources effectively, ensuring that all requisite inputs are timely delivered and coordinated optimally.

What you’ll need: 
 
Education: Master's degree in Economics, Public Policy, Public Administration, Political Economy, Industrial or Systems Engineering, or related fields.

  

Experience: You have at least 5 years of work experience relevant to the duties of the position. You are an expert working with multilateral organizations, and the public sector on issues of private sector development. Knowledge and understanding of the Region. Proven experience in similar positions, preferably in Latin America or the Caribbean. 

  

Languages: Proficiency in English and another of the Bank’s official languages (Spanish, French and Portuguese), Spanish is preferred. The interviews and selection process will be conducted in English and Spanish.

Opportunity Summary: 


Type of contract: Staff, fixed-term

Length of contract: 3 years

Starting date: Q2 2020

Location: Kingston, Jamaica. As international specialist, you should expect to rotate between country assignments every 3 to 5 years. 


Requirements: Candidates must be a citizen of one of the IDB’s 48 member countries and have no family members currently working at the IDB Group.
