What you’ll do:


The candidate will carry out the following key activities that will facilitate the achievement of the objective:

 
  • Develop a more in-depth understanding of the assignment by liaising with IRD and Compete Caribbean; studying background documents and usage data for IRD’s online platform; and liaising with current and potential users (including a representative number of women-owned enterprises and MSMEs). 
  • Prepare a Work Plan for completing the assignment, complete with methods and tools for collecting data prior to, during and after the campaign.
  • Collect and analyze disaggregated baseline data; and prepare a results-focused and gender sensitive Communications Plan that is based on a very good understanding of the target audience and the channels that would be most effective in reaching them. Present the draft Communications Plan to IRD and Compete Caribbean.  The timelines for implementing the Communications Plan must also be informed by IRD’s schedule for implementing the user training workshops.
  • Finalize the Communications Plan based on feedback provided.
  • Prepare concise results-focused draft bi-monthly Progress Reports (every two months) detailing activities implemented; results achieved; lessons learned; and implementation plans for the remaining period.
  • Present and discuss draft Progress Reports in meetings with IRD and Compete Caribbean; and finalize the Progress Reports based on feedback provided.
  • Prepare a Final Report that compares planned and actual results and activities (including any observations on how use varies by gender, size of enterprise, etc.); lessons learned; and recommendations for improving and sustaining usage of the IRD Online Platform.
 
 
Deliverables:
 

The candidate will be responsible for the delivery of the following products:

 
  • Work plan within 2 weeks of contract signing.
  • Draft Communications Plan within 2 weeks of acceptance of the Work Plan.
  • Finalized Communications Plan within 3 days of comments from IRD and Compete Caribbean on the draft version.
  • Draft bi-monthly Progress Report within 3 days following the end of each two-month period (i.e. at the end of months 3, 5, 7, and 9).
  • Finalized Progress Reports within 2 days of receipt of comments from IRD and Compete Caribbean on the draft versions.
  • Final Report within 8 weeks of completion of planned communication activities.
 
 
Payment timeline:
 

Payment terms will be based on project milestones or deliverables. The Bank does not expect to make advance payments under consulting contracts unless a significant amount of travel is required .

Skills you’ll need:


Education: Master’s degree in Journalism; Mass Communications; Public Relations or related field.

Experience: At least 10 years of working experience in communications with significant experience in designing and implementing communication strategies to support the implementation of development projects. Specific experience in the following areas: social media management, media relations, and event management.

Languages: Excellent ability to communicate in English, both written and spoken.

 

Core and Technical Competencies:

  • Good communication and organizational skills, with demonstrated evidence of capacity to produce and present good reports.
  • Sound understanding of a results-oriented approach to planning and implementation.
  • Sound monitoring or data collection and analysis skills.
  • Proficiency with social media sites (twitter, Facebook, LinkedIn, Pinterest, YouTube).
  • Proficiency with basic video/media editing tools.
  • Demonstrated proficiency at using data to drive communications’ (google analytics, etc.).
  • Knowledge and understanding of issues impacting the ease of doing business in the Caribbean and ongoing business climate reform initiatives.
  • Ability to develop, promote, implement, monitor and evaluate Communications Strategies.

Payment and Conditions: Compensation will be determined in accordance with Bank’s policies and procedures. The Bank, pursuant to applicable policies, may contribute toward travel and moving expenses. In addition, candidates must be citizens of an IDB member country.
