Climate Change Division Climate Finance Consultant (CIFs)


Background of this search:

The Climate Change Division is looking for a Climate Change Finance Consultant to work in partnership with stakeholders across the IDB-Group and Latin America and the Caribbean to provide technical leadership in climate finance, project structuring, and management of the climate finance project pipeline with major climate change funds. The consultant has experience in the design, negotiation, execution and reporting of operations funded by the Clima Investment Funds (CIFs), and other bilateral and multilateral funds.


The team’s mission:

The Climate Change and Sustainable Development Sector (CSD) advises Bank’s Management on climate change mitigation and adaptation issues and develops overall Bank’s policies, strategies, operational guidelines, and programs in these areas. It is also responsible for conducting relevant sector research, analytical work, best sector practices, and case studies on climate change and sustainability. The Climate Change Division (CCS) provides support to the operations of the IDB group in renewable energy and energy efficiency, biofuels, climate change mitigation and adaptation in IDB beneficiary countries.


What you’ll do:

  • Support the technical review of climate change finance programs/project proposals for the CIFs and other major external providers of concessional climate finance.
  • Provide policy, technical and operational support to the CIF focal point based in CSD/CCS; and lead the coordination of the SCF and CTF programs under the CIFs, with the overall objective of integrating CIF related objectives into the Bank’s policies and procedures.
  • Assist the CIFs focal point in the coordination of activities for the IDB, including the current pilot programs and the design of new investment plans.
  • Coordinate and provide IDB’s input to the MDB Committees and participate in the design of projects and policies.
  • Coordinate the management and reporting of the CIFs pipeline and projects under execution.
  • In addition, the consultant will support CSD/CCS other activities related to climate change finance.

What you’ll need:


Citizenship: You are a citizen of one of our 48-member countries.

Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.

Education: Master’s Degree in Economics, International Development, or a discipline related to climate finance.

Experience: 5 years of relevant experience.

Languages: Strong written and oral communication skills in English and Spanish.


Core and Technical Competencies:


  • Significant experience working with global funds, preferably the CIFs.
  • Sound experience in preparing projects’ reports to donors.
  • Experience with multilateral development bank operations.
  • Experience in working in Latin America and the Caribbean.
  • Ability to work in a dynamic, fast-paced environment and meet tight deadlines.
  • Strong analytical skills.


Opportunity Summary: 

  • Type of contract: Full time Consultant, CNS.
  • Length of contract: 18 months.
  • Location: IDB Headquarters in Washington, D.C., USA.
  • Responsible person: CSD/CCS Lead Climate Specialist.
  • Requirements: You must be a citizen of one of the IDB’s 48 member countries and have no family members currently working at the IDB Group.
