What you’ll do: The objective of this consultancy is to support the thematic group Resilient Cities in the day-to-day managerial and technical activities related to the planning, contracting, researching, implementing of the specific activities that will nurture the five areas prioritized.  The consultancy will also participate in potential CSD/HUD loans and technical assistance activities co-financed or of common strategic interest by KfW Development Bank, DEG, IDB Invest and IDB, upon agreement with the IDB specialists and HUD Division Chief.

 

The consultancy will support the work of CSD/HUD Division and the thematic group Resilient Cities through the following activities: 

  1. Participate in the thematic group as technical expert, contributing as team member as requested by the Coordinator of the thematic group.
  2. Contribute as team member to loans and technical assistance related to areas prioritized by the thematic group.
  3. Work closely with the Coordinator of the thematic group in the outreach activities with stakeholders and potential partners. This includes the mapping of the actors, the development of an outreach strategy with clear outputs, and its implementation.
  4. Work closely with the Coordinator of the thematic group and the CSD/HUD liaison with the KIC department in designing a strategy of diffusion for the thematic group Resilient Cities and ensuring its implementation.
  5. Work closely with the Coordinator of the thematic group, the Trust Fund Appointee for the GEF, and the team of CCS/CSD in the identification of external financing to increase resources to finance innovative and transformational projects. Participate in the drafting and reviewing of the project proposals.
  6. Bring technical expertise in the identification, design, and execution of projects and knowledge pieces. Topics can include energy efficiency, green housing, co-benefits related to GHG emissions mitigations, and the vertical integration of NDC, for instance.
  7. In coordination with the CSD/HUD division Chief, serves as liaison with KfW, seeking common areas of work in the region. The Contractual shall participate at the annual energy sector seminar of KfW in Frankfurt/Germany.
What you’ll need: 
  • Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents
  • Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.
  • Education: Master degree in the areas of urban planning, public policy, economics, sociology, civil engineering and/or architecture.
  • Experience: At least five years of proven relevant work experience implementing an agenda on green infrastructure, GHG emissions measurement, and/or the vertical integration of NDCs. Experience working in operations and/or research in bilateral or international organizations.
  • Languages: Ability to read, write and speak Spanish and English, and other official languages of the Bank if required. Ability to read, write and speak German will be considered a plus. 

Core and Technical Competencies: Experience designing and implementing development projects, knowledge of IDB procedures, field experience in Latin American and the Caribbean, and familiarity with the international climate change finance partners will be considered a plus.  Excellent written and verbal communication skills, in English and Spanish; proven ability to communicate complex concepts and prepare clear and concise reports; proven experience as problem solver at the project level; analytic capacity and proven ability to carry a research agenda; excellent team player.

  • Location: IDB Headquarters in Washington, D.C. with travel to the LAC region as required.
  • Responsible person: Lead Specialist, Housing and Urban Development Division (CSD/HUD), will be responsible for the supervision of the EFC.
  • Requirements: You must be a citizen of one of the IDB’s 48 member countries and have no family members currently working at the IDB Group.
