Chief Counsel, Sovereign Guaranteed Operations Division

     

Background: The Legal Department is seeking a Chief Counsel to manage and lead its Sovereign Guaranteed Operations Division that advises Bank management and offices with respect to the operational programming and approval process, and on the formulation of policies and the development of new loan and guarantee products for the Bank's sovereign-guaranteed operations.The Division has approximately 26 employees, including Attorneys, Paralegals and support staff.

    

What you’ll do:

  • Manage and lead the Sovereign Guaranteed Operations Division. Direct its resources, lead the annual Division’s work program and targets ensuring the achievement of long term goals and annual objectives of the Division.
  • Head the legal advice provided by division’s members in the preparation of SG operations; and in the analysis of institutional and operational factors that affect the design and execution of operations.
  • Provide guidance to the legal team and the Vice Presidency for Countries and the Vice Presidency for Sectors & Knowledge to address institutional and legal issues regarding the eligibility, due diligence, structuring, negotiation, approval, monitoring, and administration of sovereign-guaranteed operations. 
  • Supervise legal advice on compliance with contractual provisions and Bank procurement policies.
  • Direct the legal counsel on the Bank’s policies for sovereign-guaranteed operations, and the preparation of model legal documentation. Represent the Legal Department in Management Committees, the Board of Executive Directors and with outside institutions.
  • Lead, manage and mentor and assess the Division's staff, providing goals and expectations, feedback, and technical guidance to optimize performance and enhance service delivery quality.
  • Support the General Counsel in the management of strategic objectives for the Legal Department.



 

What you’ll need:
   
Education: You hold a Juris Doctor, LL.B., or equivalent from an accredited member country law school and admission to practice law in at least one Bank member country and basic knowledge of both civil and common law required.
Experience: You have 10 to 15 years work experience relevant to the duties of the position. Significant experience working with international lending documentation. Knowledge and understanding of the Region. Proven experience in similar positions, preferably in Latin America or the Caribbean, including broad experience, at a similar level, in coordinating multidisciplinary teams to develop complex projects and in the development of timely solutions to clients' needs. Strong technical background and proven management track record. Strong communication skills. 
Languages: Proficiency in English and Spanish. Portuguese and/or French desirable.

Requirements: You must be citizen of one of the IDB’s 48 member countries and have no family members currently working at the Bank Group.
