Background: The objective of this Consultancy is to support the work of the Compliance Review Phase with focus on assisting in the drafting of Recommendations and Terms of Reference for Compliance Reviews, as well as Compliance Review Reports as requested by the Compliance Review Phase Coordinator. This includes, researching documentation related to Requests— those currently active in the portfolio and new ones—conducting desk reviews and producing reports.


The team: Established in 1959, the Inter-American Development Bank Group (IDB) is the main source of multilateral financing for economic, social and institutional development in Latin America and the Caribbean. It provides loans, grants, guarantees, policy advice and technical assistance to the public and private sectors of its borrowing member countries, through its three institutions: IDB, IIC and MIF.

 

The Independent Consultation and Investigation Mechanism (MICI for its initials in Spanish) is the independent accountability mechanism of the Inter-American Development Bank Group. It started operations in September 2010 and since December 2015, it covers all three institutions. Its operation is governed by two Policies, one for IDB and MIF operations and a second one for IIC operations.

 

The MICI is a reflection of the IDB Group’s institutional commitment to accountability, transparency and effectiveness.It functions independently from Management, which designs and executes operations and reports directly to the Board of each of the institutions within the Group. The MICI is headed by a Director, who is assisted by Phase Coordinators and the operations and administrative staff necessary to perform the Mechanism’s work efficiently and effectively.  All MICI staff, including Consultants, report to the Director, who may delegate that authority as needed. The MICI is a last resort alternative for addressing the concerns of groups of individuals or communities affected by IDB Group-funded operations  produced by the Bank’s failure to comply with its Relevant Operational Policies. This process provides  two distinct Phases: Consultation and Compliance Review.

 

The MICI activities are reported to the Board of Executive Directors of each institution as applicable and publicly disclosed in its virtual public registry. For more information on the MICI and its operation go to: www.iadb.org/mici.


What you’ll do:


Under the guidance and supervision of the Compliance Review Phase Coordinator, the Consultant is expected to perform the following activities:

  • Assist the Compliance Review Coordinator in the management of any given case as per the agreed plan, MICI policies and procedures, and Bank policies and procedures.
  • Conduct research and gather documentation and information including:
    • IDB Group-financed Operation related documents.
    • Applicable Bank Relevant Operational Policies.
    • Information and documents supplied by Requesters and other involved parties with respect to a Request.
    • Summaries and pleadings regarding pending domestic litigation or arbitration.
    • International Accountability Mechanisms and international standards on topics related to a Request or as needed.
  • Review, organize and synthesize research, documenting analyses and findings as needed.
  • Draft reports, Recommendations and Terms of Reference for Compliance Reviews and participate in the drafting of Compliance Review Reports as requested by the Compliance Review Phase Coordinator.
  • Assist in the development of terms of reference with focus on objectives and activities to be carried out by the technical experts to be selected for participating in Compliance Review investigations.
  • Handle organizational and substantive aspects of site missions in coordination with the Compliance Review Phase Coordinator, attend missions and draft mission reports.
  • Prepare, assist and conduct fact-finding interviews with Bank staff, Requesters and other relevant stakeholders.
  • Assist in the supervision and follow-up of the implementation of MICI’s recommendations contained in Compliance Review Reports.
  • Participate in the drafting of guidelines and other documents connected with substantive and/or procedural aspects of MICI.
  • Collaborate organizing meetings and events with civil society organizations, other International Accountability Mechanisms and other actors related with the work of the Compliance Review Phase and/or MICI.
  • Participate and attend meetings with Bank staff to discuss general issues about MICI’s work or issues connected with specific cases, and draft and provide comments to Bank´s document related with relevant operational policies and/or its implementation.
  • Assist in preparing presentations and documentation to the Board of Executive Directors and attend meetings with the Board as per request of MICI’s Director.
  • Participate in outreach activities and events as requested and agreed with MICI’s Director and the Compliance Review Phase Coordinator.   
  • Ensure consistent use of Bank systems as applicable.
  • Update relevant case information and document processes as per MICI standards and guidelines in a systematic fashion.
  • Study the relevant operational policies and ensure understanding of their application in Bank financed operations.
  • Translate texts when required.

Any other related activities deemed necessary by the Director.


Reports / Deliverables:

The Consultant will submit a daily Time and Labor report on a monthly basis.

What you’ll need:

Citizenship: You are a citizen of one of our 48-member countries

Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.

Education: Academic Degree-Level & Years of Professional Work Experience: Master’s degree in Law, Environment, social sciences or related field. 
Areas of Expertise: Environmental and social issues and/or in the field of sustainable development, with special focus on the LAC Region an asset.

Experience: At least five years of relevant experience or the equivalent combination of education and experience.

Languages: Full command of Spanish and English is required; knowledge of Portuguese and/or French desirable.

Core and Technical Competencies:
    • Knowledge of international financial institutions and accountability mechanisms. 
    • Ability to analyze complex fact and documentary issues, write clear and precise analytical documents and adapt communication to different audiences, particularly sensitive to the nuances between private and public-sector perspectives.
    • He/she must be exceedingly well organized, flexible and willing to tackle the administrative challenges of working in a small fast-paced office composed of diverse people working for different projects simultaneously.
    • He/she must be proactive, resourceful and efficient, with a high level of professionalism and knowledgeable in the handling of confidential issues. Attention to detail is a must.
    • In-depth knowledge of international development policy framework, social and environmental sustainability issues.
    • Knowledge of IDB Group Operational Policies and IFC Performance Standards is desirable.
    • Ability to convey facts and ideas clearly and in an organized manner in writing and verbally.
    • Strong oral and written communications skills with diverse audiences and ability to exhibit a professional presence through clear and respectful communication.
    • Ability to act independently and resourcefully in responding to work demands.
    • Ability to adjust to multiple demands, shifting priorities, and change.
    • Able to work in highly sensitive cross-cultural and politically charged environments.
    • Ability to carry himself/herself with professionalism when interacting with involved parties and colleagues, respond to requests promptly and resourcefully to deliver high quality service.
    • Technology savvy and fast learner to make efficient use of office software.
    • Ability to anticipate and meet the needs of internal and external clients and colleagues.

The MICI staff and Consultants are bound by the IDB Code of Ethics and other provisions that may require the safeguarding of information and preserving confidentiality.


Opportunity Summary: 

Type of contract: Consultant.

Length of contract: 19 months.

Location: Inter-American Development Bank Headquarters, Washington DC.

Responsible person: The Consultant will report to the MICI Director who delegates daily supervision onto the Compliance Review Phase Coordinator.  He/she is obligated to maintain excellent working relations with every other member of the Mechanism.

Requirements: You must be a citizen of one of the IDB’s 48 member countries and have no family members currently working at the IDB Group.
